The purpose of this consultation is to identify a provider for the creation of an online platform dedicated to public supply contracts with sustainable and circular criteria. The aim is to offer an information awareness tool for professionals (public sector, municipalities, companies, etc.) and to support them in the preparation and evaluation of sustainable and circular submissions. This IT tool should facilitate the progressive consideration of circular economy principles in direct and public procurement by delivering both key elements for circular purchases (e.g. labels to be respected), as well as the possibility of creating circular criteria for tender forms. The objective is to provide an adaptive environment that allows the determination of individual ambition levels as well as the opportunity to evolve based on past procurement experiences.
