Work done so far We have completed some initial discovery work to understand user requirements and develop a draft specification for a QMS. Workshops were undertaken with internal quality leads, including survey responses, and two workshops took place with external stakeholders, which also included an online survey. There is a strong desire for a QMS within NHS England among quality leads and there are also perceived benefits among external stakeholders. Which phase the project is in Discovery Existing team The national quality team within NHS England's WT&E directorate is leading on, supporting, and project managing this work. The team will provide the supplier with information as required and will liaise with the supplier on a regular basis to support and guide delivery of the discovery work. Address where the work will be done N/A Working arrangements The supplier is not expected to work in any specific location and most of the work (if not all) will be able to be undertaken remotely. We expect the supplier to be available for weekly (virtual) review meetings within normal weekday working hours (9am-5pm, Mon-Fri). However, there are no other restrictions in expected working hours; the contract deliverables will be expected to be met within the agreed timeframe of the contract. Confirm if you require a contracted out service or supply of resource Contracted out service: the off-payroll rules do not apply Summary of work NHS England's Workforce, Education & Training Directorate requires a provider to undertake discovery work for a proposed Quality Management System, building on initial discovery work conducted in-house and focussing on systems of comparator organisations (domestically and internationally). Where the supplied staff will work No specific location (for example they can work remotely) Why the work is being done The WT&E Directorate has a statutory duty to secure continuous improvement in the quality of education and training provided for our healthcare workers. WT&E’s national Quality Team works with our regions to quality manage education and training. We gather data and intelligence about the quality of education and training through a variety of routes, including our National Education and Training Survey (NETS), other national surveys, national reviews, and local quality interventions. Currently, we record, monitor and review quality concerns and issues (and good practice) through a variety of mechanisms, including via Excel spreadsheets, email correspondence, Word documents, intervention reports, and so on. There is no consistent, national process for managing quality concerns. Feedback from quality leads indicates a strong appetite for developing an online system to record and manage all quality issues. The benefits of having a central system to manage concerns would include (but not be limited to) automated outputs for a range of audiences, non-destructible histories of concerns, a single ‘source of truth’ for all reporting, consistency of record keeping, and compliance with GDPR legislation and reduction of risk of data sharing. The business problem you need to solve To develop a strong case for building a QMS, we need to demonstrate that it is desired by intended users and other stakeholders, that it will directly help us to improve the quality of healthcare education and training through better data/intelligence and a more efficient and targeted approach to improvement work. Moreover, we need to know if there are any 'off-the-peg' systems would could procure to meet our needs or if a new build is necessary. To date, we have undertaken two phases of discovery work to evidence the need for the system and develop an initial specification based on user and stakeholder research. We have also demonstrated compliance with the UK Government’s Technology Code of Practice. We want to consolidate and synthesise this initial discovery work and strengthen the user research with international comparator and other industry analysis, to guarantee value for money with a system procurement or build.
