Description

The contracting authority hereby invites tenderers to participate in a contest for a framework agreement for respite care services and residential and care services. The tender contest includes Fredrikstad, Hvaler and Råde municipalities. The procurement is divided into two lots: — respite care services, — residential and care services. Tenders can be submitted for one or both lots. A comprehensive description of the contract is given in the annexes to the tender documentation. The framework agreement includes respite care services outside the home for guardians of children and young adults. The respite care service shall be offered to guardians with particular difficult care tasks and provide them with the necessary and regular free time and holidays as well as providing them the options for participating in social activities. The respite care measure can be organised in different manners, e.g. as a group or personal measures in a respite care house (dependent on the group and/or the functional levels of the users). The users have different functional levels, age and interests. They may have additional problems such as mental and/or somatic health and behavioural challenges. Different professional approaches may therefore be required depending on the users' need, requests, and prerequisites. Tenders must be given for different plans of organising the respite care measure, e.g. respite care for groups, in respite care houses and individual respite care services. The tenderer must also offer 24 hours respite care during the entire year as well respite care measures without overnight stays at daytime and/or evenings, on weekdays and in weekends. The framework agreement includes residential and care services for people with different disabilities. The users have different functional levels, age and interests. They may have additional problems such as mental and/or somatic health and behavioural challenges. Different professional approaches may therefore be required depending on the users' need, requests, and prerequisites. The framework agreement may also include children's homes.
