Portsmouth City Council - the 'Council' - is inviting expressions of interest for the design and construction of a new cruise terminal at Portsmouth International Port (the 'Port') on a 2 stage open book design and build basis. Contract cost is estimated at between 6M GBP to 8M GBP. Works are to commence in May 2020 and are to be completed by July 2021. In order to provide a streamlined sourcing route for further development of the Port, including for at the Council owned nearby Portico site as well as at associated Port infrastructure sites, a framework agreement for the delivery of commercial buildings made up of 3-4 contractors will also be established via this procurement process. Total spend via the framework agreement could be in the region of 50M GBP. Application is via submission of completed supplier selection questionnaire by 12.11.2019, 14:00. The target date for award of the cruise terminal contract and overarching framework agreement is 18.2.2020. Portsmouth City Council - the 'Council' - is inviting expressions of interest from experienced contractors for a contract to deliver design and construction of a new cruise terminal at Portsmouth International Port (the 'Port') located within Portsmouth Harbour and inclusion on a wider multi-contractor framework agreement made up of 3-4 contractors which will be utilised to deliver further development works at the Port. The Port is wholly owned by the Council. To meet the needs of the Port's current and targeted clients, an annexe to the existing terminal is being proposed that will be designed and constructed solely for the cruise market. The terminal will be a steel structure building, with piled foundations and two floors, plus a mezzanine for the plant room. The new terminal construction will include the fit out of specialised equipment, including baggage handling areas, lifts, escalators etc. The development will cover approximately 2 000 sqm and cater for 1 000 cruise passengers. The contract will be let on the basis of a 2 stage open book procedure whereby following completion of design, programme, installation methodology, installation cost, etc. under a 1st stage JCT Pre-Construction Service Agreement the Council will enter into a JCT Design and Build Contract with the contractor who will be responsible for all aspects of construction activities. Award of the contract is scheduled for 18.2.2020 and is currently estimated between 6M GBP to 8M GBP inclusive of contractor design costs. Works may commence from May 2020 and stage 1 of the works must be completed by 2.4.2021 with overall completion by July 2021. In order to provide an effective sourcing route for further development of the Port, including for at the Council owned Portico site and at associated Port infrastructure sites, a multi-contractor framework agreement will be established via this procurement process. The framework agreement will be in place for 4 years with options to extend in increments to be agreed up to a maximum total term of 10 years. The Council is running the procurement process in line with the 'Restricted Procedure' as set out within the 'Public Contracts Regulations (2015)' whereby a shortlist of 3-4 contractors devised via assessment of applications in response to this advert will be invited to submit tenders. The Council is unable to provide any guarantees of further work or give any binding estimates in respect of total value of contracts that may be let via the framework. However, to comply with the requirements of the Public Contracts Regulations (2015) the Council has entered a figure of 50M GBP for total projects let via the framework agreement within the OJEU Contract Notice value field. The £50M forecast is inclusive of the 6M GBP - 8M GBP value estimate for the cruise terminal project. The Council will let the contract for the cruise terminal project and overarching framework agreement in accordance with the following programme: SSQ deadline - 12.11.2019 at 14:00 ITT published - 29.11.2019 Tender return deadline - 13.1.2020 at 14:00 Contract and framework award - 18.2.2020 Interested parties are directed to the Council's e-sourcing solution InTend which will be used to administrate the procurement process.
