The commission is in the respect of the provision of expertise in the development of a net zero route map for the Maintenance, Improvement and Operation of the trunk road network in Scotland. The climate change plan update set ambitious targets for Scotland to be net-zero greenhouse gas emissions (GHG) by 2045. The 2045 targets are going to be a challenge, and will require a fundamental change to how we conduct our business. The emissions from the Maintenance, Improvement and Operation of the Trunk Road Network (TRN) will present a particularly difficult challenge. To enable us to drive change, the successful bidder will have a clear understanding of net zero and associated best practice. They will identify key areas in a comprehensive route map, which prioritises recommendations and actions for Transport Scotland to decarbonise activities associated with maintaining, improving and operating trunk road network. The route map must provide tangible, deliverable targets towards net zero and be supported by outcomes and practical actions, whilst considering the needs, challenges and opportunities which will drive the change needed and identify opportunities for decarbonising, reducing and offsetting GHG emissions across the roads maintenance industry.
