The contracting authority invites tenderers to participate in a contest for establishment of a framework agreement for purchase of liquid (LBG) Biogas ‘on flange’ to Fredrikstad Municipality’s LBG plant at Tomteveien 45. A comprehensive description of the delivery is given in the attachments to the tender documentation. Lot 1: Fredrikstad Municipality is building a new process plant for filling of biogas. The new biogas plant is located on a municipal site at Tomteveien 45 in Fredrikstad. The area is bordered by a surrounding fence. The plant will not be manned by municipal employees. The procurement involved delivery of LBG biogas (100% biologically produced gas) and an option for operation of this over a period of two years + one year + one year. The contract will include the sale of gas to the laundry, with the price stated, sale of gas to the municipality’s own vehicles (per vehicle) and operational tasks in the period, including security and staffing. The plant will be ready by the end of 2021. The biogas plant will supply fuel to vehicles and gas for consumption in the existing laundry. Fredrikstad Municipality currently has 22 sanitation vehicles of which 15 run on biogas. The sanitation vehicles that do not run on biogas will be replaced on an ongoing basis. We anticipate two extra, totalling 17 vehicles by 2025. Lighter vehicles will also be converted to biogas as they are replaced. The municipality has currently approximately 80 lighter vehicles of which 40 run on biogas. The biogas vehicles use compressed biogas as fuel. The municipality has a laundry in the immediate vicinity of the process plant for biogas, located at Tomteveien 49. Natural gas is currently used to heat the laundry facility. This supply comes via a LNG tank of 20 m3 which is placed on the outside of the laundry and will be removed/demounted when the new biogas plant is completed. Biogas will also be offered to external parties from the same station at market prices. It will be possible to market the external station with its own equipment. Slow filing: At the same time as establishing the biogas process plant, a new garage facility is being built with parking spaces for the sanitation vehicles. These will have filling equipment for each vehicle, which supply the sanitation vehicles with biogas with so-called slow filling, primarily at night. Altogether 36 filling points will be established in the common carport, where each individual sanitation vehicles will be tracked with an individual account. Rapid filling: A pump will be established for rapid filling, which will be available for the municipality’ own vehicles and for external customers. Here, the municipality’s light vehicles (currently approx. 40 units) will be able to fill biogas based on this contract. The service provider must also offer external customers to fill biogas. The rapid filling pump will be located on the outside of the fencing at Tomteveien 45. There will be a card machine where one can pay and/or have an account per vehicle. The service provider will invoice external customers directly at market price, i.e. The price is not regulated by this contract. Prepared for LBG for long-distance transport: The biogas plant at Tomteveien 45 has been prepared with a culvert from the biogas tank for a possible expansion with pipes and an additional pump for the delivery of LBG for long-distance transport. Beyond this, the biogas plant is not prepared for delivery of LBG or pump/dispenser installed. The service provider will be able to expand the plant for delivery of LBG to long-distance transport, but the service provider will be responsible for this cost.
