Description

Southend-on-Sea City Council (“the Council”) is responsible for managing and enforcing all restrictions made under Traffic Regulation Orders (TROs), including parking and moving traffic contraventions, within its jurisdiction. To support these functions, the Council is seeking to procure at least one mobile enforcement vehicle equipped with ANPR vehicle-mounted enforcement camera hardware and CCTV systems. The vehicle will be used primarily for enforcement in locations such as areas outside schools, bus stops and other moving traffic restriction locations. For the avoidance of doubt, this procurement is for a fully managed, turnkey lease, comprising the provision of a compliant enforcement vehicle together with all CCTV, ANPR, communications, computing, storage, power management, vehicle livery, certification, installation, integration, maintenance, servicing, insurance, taxation, compliance and operational support necessary to deliver mobile parking and moving traffic enforcement throughout the contract term.
