Award of a concession contract to allow access to the curtilage of the principle trunk roads in South Wales to either: — install new ducts and fibre, — use sections of existing Welsh Government duct to install fibre. It was originally intended to award 2 lots as part of this procurement Lot 1 North Wales; and Lot 2 South Wales. However, no suitable proposal was received for Lot 1 North Wales. This concession contract will be awarded for an initial term of 20 years which may be extended by a maximum of 5 years upon agreement between the parties. There are also a number of break options built into the contract which can be triggered by either party depending on how progress is achieved against the concessionaire’s business plan. The business plan is based on the concessionaire completing an initial concession territory focussed on principle trunk roads in South East Wales. The timescale for completion of the initial concession territory is 36 months. Further reviews will take place between the parties within the initial 36 months before deciding whether the concession territory can be extended to further areas of South Wales. The awarding of this concession will provide the concessionaire exclusive rights to build out their infrastructure (duct and fibre) in the areas defined within the initial concession territory. Where practical, they can also use sections of existing authority ducts to install sub-ducts and fibre at an agreed charge between the parties. The concessionaire will thereafter promote access to the services delivered via the concession contract to interested operators/retailers.
