Description
The Scottish Prison Service (SPS) is seeking to explore innovative solutions for modern, scalable corporate identity management that support local card production at individual locations while maintaining central governance over card templates, branding, security controls, reporting, and administration. SPS is particularly interested in solutions that provide API-based integration with its HR platform to enable the synchronisation of key employee information such as name, job title and employment status to ensure accurate records, streamline card issuance processes, and support robust lifecycle management. SPS is also interested in understanding how a single platform could support the creation and management of paper and card-based pass types for both internal and external users to deliver a consistent and governed approach across the organisation. SPS does not seek to explore self-service visitor management or visitor registration solutions. Instead, the SPS is seeking to explore solutions which enable authorised SPS staff to produce and manage visitor, contractor and temporary identification passes that complement and support existing security and access control procedures. SPS is interested in solutions capable of capturing, recording and managing RFID card or token identifiers during the card creation process. SPS is also interested in solutions that offer APIs or other integration mechanisms capable of sharing card or token information with an authentication platform. Interested suppliers are invited to provide details on their solution architecture, integration capabilities, governance features, scalability, reporting functionality, security controls, and experience delivering comparable solutions within large, geographically dispersed, and security-conscious organisations. SPS has issued this Preliminary Market Consultation (PMC) notice to gain an understanding from suppliers and relevant industry experts to determine current market capability, emerging technologies and potential innovation relating Corporate ID Pass solutions. SPS welcomes responses from suppliers capable of delivering potential solutions for all or part of the aforementioned areas of interest. The PMC will allow SPS to assess available solutions, explore opportunities for innovation and understand technical and compliance considerations. This PMC is not a regulated procurement exercise and does not constitute an intention to award a contract. It is instead an information gathering and market shaping activity designed to support the planning of any subsequent potential procurement process. Additional information and more detailed requirements may be provided as part of subsequent market engagement activities. Suppliers are invited to provide written information on proposed solutions, submit technical details or concept proposals, and share non confidential insights that support SPS's understanding of what the market can provide. Suppliers may also be asked to meet with SPS to show SPS their solutions. Information obtained during this exercise will be used solely to inform potential future procurement.
