Provision and integration of updated Traffic Scotland systems

The aim of this Preliminary Market Consultation (PMC) is to test the market on the most effective and future ready delivery model for modernising Traffic Scotland’s systems, including whether a single integrator-led approach can provide the optimal balance of capability, integration, cost, supplier appetite and operational efficiency for Transport Scotland To take advantage of emerging technologies and data opportunities and to deliver operational efficiencies, we are considering an optimised delivery model under which a single supplier is responsible for delivery, integration, performance and maintenance of the systems and interfaces required to support Traffic Scotland’s operators and wider objectives. This PMC Notice is issued solely to carry out consultation to inform Transport Scotland of the optimal balance of: - A future ready and agile solution that allows Transport Scotland to efficiently carry out its duties - The time required to procure and then successfully integrate new and existing systems - The scale of the cost of the solution and integration and support services - The scale of the operational demands to be borne by Transport Scotland to manage the contract(s). In addition, Transport Scotland wishes to consult the market regarding: - The size of the market and appetite of suppliers to bring together and integrate multiple sub- suppliers and solutions to deliver a single service - The number of suppliers that would consider themselves integrators and the number that would be more likely to be interested as sub-contractors - Whether suppliers consider that the contracting model that will be proposed is optimal, and key risks that suppliers see with the outline proposal - How Transport Scotland should focus any future procurement – detailed requirements or outcomes - How innovation and change should be managed to allow Transport Scotland to efficiently evolve the systems over the next 10 years. It is intended that this new integrated systems delivery model will enable the future transformation of the Traffic Scotland service.
