Description

This procurement is to deliver to time, cost and quality a replacement incinerator that will meet the following objectives: — robust and reliable incinerator equipment with capacity to meet current waste volumes, emergency scenarios and capacity in the event on outbreak, — seamless replacement of critical infrastructure without unplanned interruptions to the APHA operation. The Authority is looking to procure the design, supply, installation, testing, commissioning and 2 years operational support for a rotary kiln incinerator for the Animal Plant Health Agency (APHA) at the Weybridge Site. The site is of national importance for animal and plant health science capability in England and Wales. The research undertaken at the site requires a functional and resilient incinerator facility, as incineration is used to dispose of all inactivated and non-inactivated specified animal pathogen contaminated materials, general waste, waste from regional laboratories as well as exceptional requests. The current incinerators are in urgent need of replacing as they are operating at a high risk of failure. With respect to current resilience, in the event of the incinerators needing to be taken offline or becoming unavailable, the site can operate for three weeks utilising on site storage facilities. No waste is currently allowed to be processed offsite. Beyond this timeframe science at the Weybridge site would stop and there would be a consequential impact on the capability to support animal and plant health across England and Wales. The Authority has decided to extend an existing incinerator building (which for the avoidance of doubt is outside the scope of this procurement) to accommodate a new incinerator.
