The International Conference of the Great Lakes Region (ICGLR) regrouping 12 Member States in the Region, has since its foundation in 2004 been given an important mandate for conflict prevention, management and peaceful settlement of conflicts. It is in this context, and as part of the Regional Project on Peace and Security in the GLR, co-funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU) that the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the United Nations Development Program (UNDP) are partnering to support the ICGLR to implement its Program of Action on Peace and Security, and in particular to develop a joint gender-responsive mediation approach and strategy. The bidder is responsible for achieving the overall output ‘Mediation capacity is built at national and local levels in ICLGR Member States and mediation initiatives are supported in a minimum of 2 pilot countries’ This output is contributing to the implementation of the ICGLR Peace and Security Programme. Indicative activities: 1) Based on the Regional Training provided to the ICGLR Pool of Mediators, the EJVM and the Community of Practice (during phase 1), identify and select a pool of trainers that will constitute the training team for phase 2 of the project; 2) In consultation with the core and training team, and based on a comprehensive conflict analysis and windows of opportunities for peace, identify a minimum of two pilot countries where mediation activities can be facilitated; 3) Provide follow-up training (from phase 1), coaching, guidance, mentoring and follow-up to the training team who will facilitate training in the two pilot countries; 4) Develop and implement a training program for national and local institutions and organizations already involved in insider mediation in the two pilot countries (including existing ICGLR structures at national level: women, youth and civil society forums, etc.); 5) Develop mediation strategies and a roadmap in the two pilot countries to support mediation initiatives; 6) Provide technical assistance and ongoing coaching to the mediation teams who will facilitate the mediation initiatives and provide expertise to ensure track 2 and 3 levels link to track 1 levels of mediation; 7) Develop communication materials and a lesson's learned paper (to be presented during a final multi-stakeholder workshop) to showcase good practices related to ICGLR-led mediation initiatives. Indicative Indicators: 1) Number of mediators (male/female) trained at national and local levels within ICGLR Member States and participating in mediation initiatives; 2) Number and type of mediation initiatives in the GLR that have been facilitated through the joint mediation approach; 3) Number and type of training tools developed (training bank, syllabus, tools, etc.); 4; Number and type of knowledge products and communication materials produced on good practices and lessons learned of the ICGLR-led mediation initiatives.
