Summary of the work A data engineer is required to support the implementation of a cloud data platform to enable delivery of data services. Specialist role Data engineer Expected Contract Length 3 months, with the potential to extend. Latest start date Monday 5 December 2022 Maximum Day Rate £550 Early Market Engagement Assessed market, considered and drafted requirements. Who Speclialist Work With The individual will be mainly working with personnel from the Leeds Office of Data Analytics (~60 individuals), but may also require interaction with other supporting teams, e.g. platform, service management, etc. The team will have a mix of data specialists - each focused on curating high quality data products and creating powerful and actionable insights. What Specialists Work On The Office of Data Analytics (ODA) for Leeds has several improvement projects as we seek to organise the service, transfer our data to Azure, and to automate priority dataflows that are currently manually processed. A data engineer is required to support the implementation of a cloud data platform to enable delivery of data services. Specifically, there are 2 distinct projects/ activities: 1. Azure data platform development 2. Data pipeline development *The above may delivered as distinct roles for tasks 1 and 2 or a combination of skills between two Engineers across both tasks. Skills & Experience • Have strong specialist knowledge and expertise across several data management areas, acquired through master’s level education in a STEM discipline, or an equivalent level of knowledge and/or equivalent specialist experience • Hold expert technical knowledge of data platform and infrastructure configuration in MS Azure. • Have expert Knowledge of Infrastructure as Code (IaC) using terraform (preferably) or similar. • Have in-depth knowledge of implementing DevOps practices (CI/CD etc), preferably using Azure DevOps. • Have expert level knowledge of architecting the most efficient data platform and infrastructure configuration, including expertise in associated data integration. • Have a proven record of successfully delivering data platforms/solutions in large and complex organisations. • Hold experience of developing clear process documentation, based on customer requirements. • Have experience of Azure Data offerings (SQL Database/Managed Instance, Data Factory, Synapse etc) • Demonstrate experience of managing and automating data across an organisation, using latest technologies. • Demonstrate data engineering skills, covering process design; code development (using languages such as SQL, Python, R); data architecture; testing and assurance; and reference/ master data management. Nice to Haves • Demonstrate a service Management qualification (e.g. ITIL v3 Foundation) • Demonstrate a project management qualification (e.g., Agile Practitioner, Prince II or APM). • Demonstrate Microsoft Azure certifications. • Demonstrate experience in working in environments with Secure Azure Networking implementations (Private Endpoint etc). • Demonstrate implementation of Power BI. Of particular interest; across different azure tenants & on-premise report server. • Demonstrate awareness of processes and systems for collecting and flowing health and care data. Work Location Leeds City Council, Merrion House, Merrion Way, Leeds. LS2 8LX. Note that LCC operates a flexible/ hybrid working arrangement and the requirement to be present on site can be negotiated. Expenses will be within your daily rate for your regular work location. Additional travel expenses will be available should you need to travel to other sites. Security Clearance Have SC clearance, or capable of getting SC clearance quickly. Pre existing SC clearance is not essential but is preferred. Would LCC be prepared to sponsor SC clearance for any of the specialist roles? This is not something we have done previously, other than for a permanent recruit. Our strong preference would be that this is carried out by the supplier. 2. Is there a current incumbent supplier? No. All 4 advertised/ published posts are new requirements that we have not been able to source up to this point. The intention is to ultimately fill the gaps through permanent recruitment, but the recruitment campaign is on hold at present. 3. I can see that one of the data engineer adverts has been withdrawn. Is this correct? Yes, one of the roles has been filled through an alternative route, but it is not anticipated that any further roles will be filled outside of this framework.
