Under the new Lyon-Turin railway link project, TELT company, as a contracting entity, is the public developer incharge of building and managing the cross-border section of the future infrastructure. The aim of this public procurement contract is to carry out construction works on operational worksites n.3 (boring of the base tunnel from the Chiomonte site, direction Susa), n.4 (boring of the base tunnel from the Chiomonte site, direction France) and n.10 (reclamation of the earth and rocks excavated from all sites on Italian territory). Each lot of this public procurement contract is a mixed single-contractor framework contract, i.e. a framework contract with purchase orders and follow-on contracts. Lot 1: Operational worksites 3 and 4 (CO3 and CO4): construction of the base tunnel on the Italian side from the Chiomonte site, by TBM (CO3) and conventional method (CO4) The works in this lot 1 include the transfer of existing structures (in particular the Maddalena 1 gallery andits installations, as well as all areas and installations at the Chiomonte site) and the construction of all futurestructures for the base tunnel, each tube being approximately 9.5 km long, from the boundaries of operational worksite 5 (CO5: boring of the base tunnel from the Villarodin-Bourget/Modane drift) up to the East entrance ofthe base tunnel in Susa. The works that may be carried out by means of purchase orders are as follows: - preparatory site works in the Colombera zone to extend the present La Maddalena area on the left bank of the Clarea river (fences, security installations, earthwork, backfilling, interface development, electric power supply, site ventilation, ancillary installations, living quarters, areas for temporary storage of excavation materials, etc.); - construction surveys for tunnel structures; - construction surveys and performance of all environmental surveillance and materials checking services; - work systems and security costs according to the legislative decree 81/08; - construction of the structures at the entrance to the Maddalena 2 decline; - boring of the Maddalena 2 decline by TBM; - construction by conventional method of the cavern used to assemble the TBM to excavate the odd line of thebase tunnel; - excavation by conventional method of the Maddalena 1 - Clarea security area interconnection tunnel, and of the Maddalena 2 - Clarea security area interconnection tunnel; - excavation by TBM of the two base tunnel tubes (even and odd lines); - construction of the Clarea security area and of the caverns to assembly the TBMs for the CO5 operationalworksite; - transport of excavated materials to the Salbertrand reclamation site; - construction of the facility to prefabricate tunnel segments in the Salbertrand area, prefabrication and transportation of segments to line the two tubes of the base tunnel; - construction of the Maddalena 1 bis tunnel to store the greenstone; - final securing of the excavated greenstone for the construction of the base tunnel, in the Maddalena 1 and Maddalena 1 bis tunnels; - construction of the structures at the East entrance of the base tunnel in Susa; - winding down of the work site and renovation of the sites in the La Maddalena and Salbertrand areas. The works that may be performed by means of follow-on contracts (launched or not depending on the CO5 completion date) consist of so-called “counter-attack” services for the excavation of the base tunnel on the La Clarea site towards France, which may include all or part of the following services: - construction surveys for the counter-attack operation, including moving the caverns to dismantle the TBMsused for the CO5 operational worksite; - excavation of the base tunnel as part of the counter-attack. Follow-on contracts may as well allow for civil works to be carried out to construct tunnel structures that will interface with future equipment contracts. The scope of this "Operational worksite 3/4" lot may undergo minor changes at the limits of "Operational worksite 5" to the West, based on the actual progress of each worksite and the need to comply with the projected project implementation programme schedule. The framework contract for this lot 1 will be concluded without a minimum and maximum amount. A contractually binding performance deadline will be set for each purchase order or follow-on contract.
