Tendring District Council (TDC) is undertaking Preliminary Market Engagement with suitably qualified and experienced contractors in relation to the proposed delivery of the Jaywick Sands Public Open Spaces Regeneration Project. The project forms part of the wider Community Regeneration Partnership Programme, under which £19.8 million has been awarded to deliver 15 regeneration schemes across the district. Approximately £3.2 million has been allocated to improve public open spaces within Jaywick Sands. This market engagement exercise is intended to inform the Council's procurement strategy, test market capacity and capability, and gather feedback from potential suppliers prior to the commencement of a formal procurement process. Participation in this engagement will not form part of any future evaluation process and does not confer any advantage in any subsequent procurement. Tendring District Council (TDC) is undertaking Preliminary Market Engagement with suitably qualified and experienced civil engineering and public realm contractors regarding the delivery of the Jaywick Sands Highway and Public Realm Improvement Scheme. The project forms part of the wider Community Regeneration Partnership Programme and is centred on the comprehensive improvement and reconstruction of Brooklands Road, a key route within Jaywick Sands. The scheme aims to improve resilience, safety, accessibility and connectivity for residents and visitors, whilst delivering associated enhancements to adjoining public spaces and community assets. Brooklands Road is currently an unadopted road and suppliers should take this into consideration when considering delivery approaches and associated stakeholder requirements. The primary objectives of the project are to: Deliver a comprehensive reconstruction and resurfacing of Brooklands Road. Improve highway drainage and long-term resilience, including coordination with existing drainage infrastructure connected to the sea wall. Enhance pedestrian safety through traffic calming measures and improved footway provision. Improve accessibility and connectivity between residential areas, community facilities and the seafront. Create a safer and more attractive public environment that supports wider regeneration objectives. Deliver complementary public realm, landscape and recreation improvements across adjacent locations in Jaywick Sands. Primary Scope - Brooklands Road The principal contract requirement is anticipated to comprise: Full highway repair and resurfacing works. Drainage improvement works, including integration with existing coastal drainage infrastructure. Traffic calming measures, including potential raised tables and speed reduction features. Potential highway layout alterations, including consideration of one-way traffic arrangements. Public realm improvements around the Resource Centre and bus stop area. New and upgraded pedestrian routes, including raised footways and accessibility improvements. Suppliers should note that Brooklands Road is currently an unadopted road and that delivery of the works may require coordination with relevant stakeholders regarding ownership, maintenance and future management arrangements. Secondary Scope - Public Realm Improvements Associated works may include improvements at: Brooklands Gardens. Crossways Park. St Christophers Way Car Park. Garden Road. Beach Bay Walk. These elements may include landscaping, play equipment, seating, lighting, signage, biodiversity enhancements and connectivity improvements. Prospective suppliers should be aware of the following considerations: The principal works are focused on the reconstruction and improvement of Brooklands Road. Brooklands Road is currently an unadopted road. All sites are located within a flood-risk area. Certain aspects of the scheme may be subject to ecological constraints and Biodiversity Net Gain (BNG) requirements. Elements of the project will require engagement with statutory consultees, including the Environment Agency. Certain aspects of the proposed works may require approvals, permits, consents and/or technical agreement from the Environment Agency and other relevant authorities. Highway drainage proposals will need to consider existing drainage infrastructure and interfaces with coastal defence and sea wall systems. Significant public consultation has informed the scheme design and the successful contractor may be required to support ongoing stakeholder and community engagement activities. Programming and phasing of the works will need to minimise disruption to residents, visitors and local businesses. The Council is particularly interested in engaging with contractors that can demonstrate experience in: Highway reconstruction and carriageway improvement schemes. Highway drainage works in coastal or flood-risk environments. Delivery of works within occupied residential areas. Public realm and streetscape improvements. Community engagement and stakeholder management. Multi-disciplinary civil engineering projects incorporating highways, landscaping and public infrastructure. Working with the Environment Agency and other statutory consultees on projects requiring approvals, permits or technical consents. Delivery of highway or infrastructure projects involving unadopted roads or complex stakeholder environments. The Authority is specifically seeking feedback regarding: Delivery approaches for the reconstruction of Brooklands Road. Programming and phasing strategies to minimise disruption to residents and businesses. Management of drainage and flood-risk challenges. Experience of securing approvals and consents from the Environment Agency and other statutory bodies. Experience of delivering infrastructure projects on unadopted roads. Appropriate contract packaging and procurement routes for a highway-led regeneration scheme. Opportunities for innovation, value engineering and social value delivery.
