BIM wishes to invite tenders for the provision of reporting and research services for the following projects which have been divided into separate Lots. Please note that these projects are similar in nature but are not dependent on each other (i.e. the output from one does not form the input for the other).This work involves the provision of services as listed below. Both Lots are related to climate action, decarbonisation, and fuel efficiency in the Irish fishing fleet. This tender is divided into two (2) lots as follows: Lot 1: Updated BIM Vessel Fuel Efficiency Guide Lot 2: Climate Action Demonstrator Vessel Project Scoping Report Tenderers are invited to bid for one or two (both) Lots. Both projects will be desk-studies and will not require any personnel of the successful tenderer(s) to be out on-site. Lot 1: Updated Vessel Fuel Efficiency Guide The purpose of this project is to update a previous BIM publication relating to fuel efficiency in the Irish Sea Fishing Fleet as described below. This will include the expansion of original text and inclusion of more up-to-date information such as digital efficiency and “real world” case studies. The expected output from this project is a formatted report ready for the relevant target audience (the Irish Sea Fishing Fleet). Fuel efficiency is an important commercial factor for the Irish sea fishing fleet and represents a significant portion of vessel operational cost especially with recent fuel price increases. Fuel has also been identified as the leading source of greenhouse gas (GHG) emissions for fishing vessels. With both cost and GHG emissions reduction in mind, BIM would like to update its well know publication ‘Improving Fuel Efficiency on Fishing Vessels, originally published in 2009. Lot 2: Climate Action Demonstrator Vessel Project Scoping Report Following on from the theme of energy efficiency and GHG emission reduction. BIM is seeking research services to conduct a scoping exercise in relation to a future climate action demonstrator vessel initiative to be led by Bord Iascaigh Mhara in collaboration with the Irish Fishing Sector. The proposed demonstrator vessel project is aspirational in nature and remains subject to the availability of appropriate funding. This desk-study will require the successful tenderer to evaluate alternative implementation pathways to a demonstrator vessel project, thus leading to a preferred option and accompanying justification for same. For example, one solution might be to retrofit a seagoing vessel and use this as a demonstrator vessel. Another option would be to commission a new build which is kitted out with state-of-the-art climate action technologies (e.g. large propellor, light and selective fishing gear, antifouling, alternative fuel, batteries, fuel monitoring, energy management systems) for demonstration purposes.
