Summary of the work Define the Minimal Viable Product, writing user stories and journey maps for a prototype website. Design and test an information architecture, refine content and develop an Alpha prototype, building on government design patterns and the existing TPR style guide. Working with internal developer and content manager to build a Beta. Expected Contract Length 3 - 4 Months Latest start date Monday 6 January 2020 Budget Range £50,000 - £99,000 (inc VAT) Why the Work is Being Done TPR currently have 15 codes of practice on different topics related to running a pension scheme. We want to bring these together into a coherent single code of practice, which incorporates new requirements for pension scheme governance. These came into force on 13 January 2019 as part of the transcription of the IORP II Directive into UK law. The aim would be for this to be an online code of practice, moving away from disparate PDF documents. As such Communications and Policy staff require assistance in designing a prototype website, which makes it easy for people to find the parts of the code that are most relevant to their needs. We plan to migrate the new content to TPR website in financial year 2020/21, so we will want recommendations for how this new code will impact on our wider website design. We are looking for a supplier who can work with us through Discovery, Alpha and Beta stages by March 2020. Problem to Be Solved As part of becoming clearer, quicker and tougher we intend to make changes to our existing codes of practice to make them easier to find, use and update. These changes will ensure that we are setting clear and consistent expectations for all parts of our regulated community, while reflecting the different legal obligations for different schemes. We will be reviewing our codes of practice to reflect the Occupational Pension Schemes (Governance) (Amendment) Regulations 2018. We expect that this will involve combining the content of our 15 current codes of practice to form a single, shorter code. We will move from a series of separate PDF documents, to an online code of practice with all the benefits to usability that will bring. The current codes are at: https://www.thepensionsregulator.gov.uk/en/document-library/codes-of-practice Who Are the Users As a trustee of a pension scheme, I want to get up to date on the latest changes to regulations, so that I can manage the scheme effectively and avoid action being taken against me or my organisation. As a trustee of a pension scheme, I want to find the sections in TPR Codes of Practice which relate to my scheme, so that I can quickly work out what my obligations are. As a trustee of a pension scheme, I want to understand how to apply the regulator’s code of practice, so that I protect the interests of the members of my pension scheme. As a trustee of a pension scheme, I want to be able to refer to the relevant sections of the regulators code of practice in a Board meeting, so that I can influence the decisions we make about how we fund the pension scheme. Work Already Done We’ve drafted new content and considered how the content should be structured, and categorised. We need this early work to be reviewed by the supplier and to be tested with users. We’re completing a content audit, identifying content relating to our codes of practice, such as guidance on how to apply the code. We don't expect this project to rewrite all related content, but to look at the flows to and from the code content, to make recommendations for improving some typical user journeys. We’ve developed a high-level roadmap. We’ve engaged stakeholders in early thinking and plan to consult formally. Existing Team The Online Services team who manage the TPR website, the Policy team who author the Codes of Practice (working closely with our Legal team), and our IT team who provide development and test capability. Current Phase Discovery Skills & Experience • Experience of user-centred content design (including user research) for digital services and products (5%) • Experience of working with technical/ specialist subject matter experts(4%) • Experience of interaction design in relation to content rich websites(4%) • Capability to develop low-fidelity prototypes and test these with users(5%) • Knowledge of the pensions market(4%) Nice to Haves • Experience of working in partnership with in-house technical staff to co-deliver a digital service or product using Agile.(2%) • Agile project management capability(2%) • Ability to build prototypes using Sitecore CMS(2%) • Experience of applying the Government Design System and Service Manual on content related projects(2%) Work Location Napier House, Trafalgar Place, Brighton. Can work remotely approx 70% of the time, with 30% to be based on site in Brighton with TPR. Working Arrangments We will only require the supplier to be on-site to meet with the team in the early phase and when collaborative activities are better done face-to-face, such as co-writing, or demos. TPR will supply the subject matter experts and a small amount of project management resource and content design resource to ensure the suppliers have a point of contact when they need a steer. In Beta stage, TPR would assign an internal developer to work with the supplier to build an interactive prototype in Sitecore (the TPR content management system). Can you confirm that you will continue to use Sitecore, and that no change of CMS is intended during this project, or the subsequent update of the Pensions Regulator website? We can confirm that we will be using Sitecore for the TPR website, for the foreseeable future. 2. How many people should new team have and what roles are required? The number of people in the team is up to the supplier to decide: we don’t have a view but encourage you to consider the timescales which are tight and the budget available. We anticipate needing skills in content design, content management, information architecture, user research and testing, interaction design, website analytics, delivery management/ Agile project management, web development and testing. 3. Can you be more specific about the skills and experience you see as meeting your 'essential' requirement for knowledge of the pensions market? The pensions knowledge was incorrectly categorized and should have been desirable due to the nature of the role.
