Pre-market engagement A pre-market engagement was held to determine the appetite of suppliers from the widest possible market, both to bid for the programme and their preference in the type of contract. Responses from the engagement validates the approach of building in partnership, with all but one of the respondents preferring to build alongside PHW in a shared endeavour. Work done so far A discovery and alpha work have been undertaken to understand user needs and examine a probable solution to address all user needs and future needs of health protection for the people of Wales. The discovery was delivered by Empyrean, and the alpha by Kainos. Both end-of-phase reports have been included in the tender pack. However, the maximum expected envelope for our supplier costs in order for us to reach full service and go into maintenance is £7.75m including VAT. Confirm if you require a contracted out service or supply of resource Contracted out service: the off-payroll rules do not apply Summary of work Digitally enabling the transformation of health protection service delivery across Wales. Transforming the core health protection information system (Tarian) used by Public Health Wales, Local Authorities, Health Boards and other organisations to record cases and manage incidents and outbreaks, including the capability to handle major incidents and mass contact tracing. The programme scope includes all current Tarian users, including: o National and regional health protection teams (All Wales Acute Response) in Public Health Wales and Health Boards. o Public protection and environmental health teams in local authorities o Environmental Public Health in Public Health Wales o Communicable Disease Surveillance in Public Health Wales o Emergency preparedness resilience and response teams in Public Health Wales and local authorities. Rationalising the multiplicity of other systems and applications currently involved in transferring data and intelligence between the various functions, sectors and organisations involved in health protection. This includes considering other case management and surveillance functions that have functional similarities that could be included in the service in the future, such as ICNet and Sexual Health Case Management. However, delivery of such functionality is NOT within the scope of this programme. Where the supplied staff will work Wales Where the supplied staff will work No specific location (for example they can work remotely) Why the work is being done The COVID-19 pandemic highlighted the gap between the needs of users during a major epidemic and the capacity of the existing digital health protection solution in Wales. One of the major indicators of this was the need to procure a solution to manage the communication with and tracing of infectious cases. As a result of the gap, PHW led a root and branch discovery and into the user needs for health protection across Wales. The user needs identified cover both the NHS, central and local government, national and international partners and the citizens, employers and residents of Wales. We had an alpha phase to explore the possibilities of a purpose-built system as a replacement for the current Tarian system and the tens of supporting functions that are used to fill in the gaps that Tarian cannot deliver. Architectural and infrastructural high-level plans and product requirements have been captured in the discovery and alpha phase of the programme. The work is needed in good time, as health protection is a constant service in Wales, even when there are no emergencies. The business problem you need to solve Problem: The current health protection services fall short of meeting the needs of all users, are ill-equipped to adapt to evolving expectations for interaction with the public and other service users, and lack the scalability needed to effectively coordinate responses to public health threats. This increases the risk of delays and potentially compromising public health outcomes. There are also several adjacent health protection activities that have historically been managed as separate services which could be aligned with careful planning and development Impact: Without an adaptable and robust health protection service, Wales is unable to efficiently coordinate responses to public health threats, which can result in delayed action, reduced effectiveness in mitigating disease spread, human error and increased risk to public safety. These inefficiencies can strain healthcare resources, impact upon community trust, and lead to significant health, economic, and social repercussions. Desired outcome: To establish a high quality and resilient service that can protect the health of the public in Wales equally during times of stability or emergency.
