Description
Sandwell Metropolitan Borough Council's vision is to give every child the best start in life and to reduce health inequalities for children, young people and families in Sandwell and wish to commission a Sandwell 0-19 Healthy Child Service, which will play a key part in delivery of this vision. This Procurement Process falls under the Provider Selection Regime (PSR) as set out in Part 2; Regulation 6(7) and 11 of the Health and Social Care Services (Provider Selection Regime) Regulations 2023. The Council will be following The Competitive Process (Regulation 11) under the Provider Selection Regime. Lot 1: Local authorities have a statutory duty to commission a Healthy Child Programme for babies, children and young people aged 0-19 years old, or up to 25 years old for those with special educational needs or disabilities (SEND) (1). It emphasises universal reach with proportionate, personalised responses across community, universal, targeted and specialist levels. The Healthy Child Programme is funded through the Public Health ring-fenced grant to local authorities. The aim of the Sandwell 0-19 Healthy Child Service is to deliver a high-quality evidence informed and outcome focused 0-19 years Healthy Child service for all babies, children and young people aged 0 to 19 years (or up to 25 years for care leavers and those with SEND), and this includes the following aims: - To ensure a healthy start to life; - To identify and address health needs early; - To prevent health problems; - To support school readiness and learning; - To protect children and families; and - To ensure equity in access and outcome. The service Provider will apply the principle of proportionate universalism, offering a universal service for all, with additional targeted and specialist support and interventions for some, based on assessed levels of need. Sandwell Metropolitan Borough Council intends to enter into ONE Contract for the provision of the Sandwell 0-19 Healthy Child Service, proposed contracting arrangements are not limited and, for example, be with one provider, a provider with sub-contracting arrangements or consortia. Any proposed contracting arrangement is subject to the Evaluation Methodology outlined in the Invitation to Tender document(s). The Sandwell 0-19 years Healthy Child Service Contract will be for a period of 3 Years from 01 April 2027 to 31 March 2030, with the option to extend on one or more occasions, subject to review, up to a maximum of 2 Years from 01 April 2030 to 31 March 2032. This Procurement Process falls under the Provider Selection Regime (PSR) as set out in Part 2; Regulation 6(7) and 11 of the Health and Social Care Services (Provider Selection Regime) Regulations 2023. The Council will be following The Competitive Process (Regulation 11) under the Provider Selection Regime.
