Description

St Peters House is a residential facility for older people in Stromness, Orkney. The existing building does not lend itself to upgrading and modernisation to meet the needs of older people and to satisfy the requirements of the Care Inspectorate. The current facility is designed to care for 32 residents who have low to medium dependency levels. It is anticipated however, that in the future, older people requiring residential care will be those with high dependency needs. The Authority's vision for a replacement for St Peters House is that it would meet a mix of care needs including frail elderly and dementia. Older people with the low to medium care needs are increasingly being cared for in their own homes and residential care is recommended for those with dementia and other high dependency needs who are no longer able to live safely without 24 hour support and supervision. The aim of the project is to replace the existing ageing Care Facility in Stromness, Orkney with a new modern Care Facility to provide high dependency care for the elderly in Stromness and the West Mainland of Orkney. This new accommodation, with a capacity for 40 residents will be designed and built to meet the requirements of current legislation and the Care Inspectorate, and cater for a high degree of physical frailty and dementia. The design will also include 4 dedicated bariatric rooms. The Care Facility is to be built on land in Stromness, Orkney near to the existing Garson Housing development and the listed ‘Garson House’. The site has an area of approximately 17 000m2. The site is served from Coplands Road and vehicular access will be via the existing access spur on the North East corner of the site. The overriding ethos of the new facility should be that of enablement; that is supporting individuals to regain and retain the maximum levels of independence that can realistically be achieved. The design consultant services commission, for the replacement of St Peters House Care Facility is for the provision of following services and shall comprise the following roles: — Lead Consultant / Architect (including, but not limited to, full architectural design and external landscaping); — Mechanical and electrical consultant; — Structural and civil engineer; — Principle designer (Construction (Design and Management) Regulations 2015). The Lead Consultant shall be responsible for the full design of the project, CDM Regulations 2015 (Principle Designer) as well as the provision and full coordination of the Design Team including the Mechanical and Electrical Consultant and Structural and Civil Engineer and other Consultants as required for the project.
