Description

Wiltshire Council has a requirement for legal advice and support For a leachate pumping system at Monument Hill Closed Landfill Site. To satisfy this need we are seeking quotations from suitable suppliers. This is a two year requirement. Monument Hill Closed Landfill Site (the Site) is an infilled valley, 2km east of the town of Devises, Wiltshire. It is understood to have been filled with household waste during the 1970s by Wiltshire Council (the Council) before being completed and closed. A culverted stream (the Stert Watercourse) originally flowed underneath the landfill, however the culvert failed resulting in contamination of the stream. In 1985 a new culvert was installed to divert the stream around the landfill. The old culvert, while being significantly reduced in flow, continued to discharge leachate into the Stert Watercourse. In 1993 a program of investigations culminated with the Council commissioning the installation of a constructed reedbed and associated pumping system. The reedbed system commenced operation in 1996 and has continued to treat leachate, before it is released into the Stert Watercourse under an environmental permit (original discharge consent), authorised by the Environment Agency (Permit ref: 012792/V001). \r The reedbed was subject to a comprehensive overhaul in 2010 and is understood to have subsequently only received reactive maintenance since then. The associated leachate pumping system has been modified at some point in the past with a new pump/pumps and cable, but is currently in very poor condition. \r The Site is not owned by the Council, but the Council does have a lease from the landowner (Grist Environmental Ltd.) for the purposes of access to monitor, manage, service and maintain the leachate management infrastructure in accordance with the conditions of the environmental permit. \r The Council wish to appoint a contractor to remove elements of the current leachate pumping system and install and maintain, for a fixed duration, new equipment in accordance with this Specification. \r
