You are invited by SRUC, acting for itself and on behalf of the University of Edinburgh, the James Hutton Institute and affiliated bodies listed in the attached statement of requirements (and any new and successor institutions) to tender for admission to a framework agreement for the supply of agricultural fertiliser & lime in terms of, and in accordance with this Invitation To Tender (ITT). The resulting framework agreement will be for an initial period of 2 years with the option to extend for two further periods of 12 months. As per Lot 1. You are invited by SRUC, acting for itself and on behalf of the University of Edinburgh, the James Hutton Institute and affiliated bodies listed in the statement of requirements below (and any new and successor institutions) to tender for admission to a framework agreement for the supply of agricultural fertiliser & lime in terms of, and in accordance with this Invitation To Tender (ITT). The resulting Framework Agreement will be for an initial period of 2 years with the option to extend for 2 further periods of 12 months. ITT Bids will be scored on a Most Economically Advantageous Tender (MEAT) basis using a price: quality ratio of 60:40. Evaluation will be carried out by staff from SRUC, the University of Edinburgh and the James Hutton Institute. It is a minimum requirement for this opportunity that suppliers hold one or more of the following industry accreditations (or equivalent accreditation for the country in which they are established): 1— Fertiliser Industry Assurance Scheme (FIAS) accreditation: https://www.aictradeassurance.org.uk/fias/documents/fias-standards/ 2— Basis registration: https://www.basis-reg.co.uk/Schemes/BASIS/About-BASIS-Professional-Register 3. Facts qualified: https://www.basis-reg.co.uk/Schemes/FACTS/About-FACTS The contract shall be divided into 2 lots. It is intended that no more than 5 suppliers will be appointed to each Lot. Suppliers may choose to be considered for 1 lot, or both lots. It should be noted that a single supplier covering all lots will not be appointed. The Lots shall be as follows: Lot 1 — agricultural fertilisers, including compounds and blends, Lot 2 — lime. Suppliers will be appointed to a lot on the basis of the most economically advantageous tender. Tender responses will be evaluated on both technical and commercial merit and the top 5 ranked suppliers for each lot shall be appointed to each lot. Please note that the supplier offering the most economically advantageous tender for each lot will be awarded a contract to supply all purchasers for an initial period of three months. Thereafter, purchasers will run mini-competitions in line with Schedule 2, Note 3.6. Suppliers are required to complete Schedules 3, 5, 6 and 7 once, as the response to these schedules will be considered to relate to all lots. Suppliers must complete Schedule 4 based on the product types and delivery locations set for each Lot. Prices should only be provided for the Lots suppliers wish to be considered for. If a supplier is unable to supply a specific product type they should indicate this in their response to Schedule 4. Excel versions of Schedule 4 will be accepted. Suppliers must provide details of the technicians or technical bodies that they can call upon, especially those responsible for quality control in relation to this procurement exercise. Further, suppliers must provide details of the environmental management measures which the they will be able to use when performing the contracts.
