Summary of the work This capability will be delivered for 3 organizational use cases in the form of a working solution that will be extensible pan-Defence. To enable this a supporting Target Operating Model and required training (to the teams who are engaged in delivering the solution against the use cases) must be delivered. Expected Contract Length End date 31/03/23. 3-Month option (1/04/23 - 30/06/23 - Fixed Price Subject to Financial Approval) Latest start date Friday 18 November 2022 Budget Range £683K excluding the VAT (but including limit of liability of T&S of £33k excluding VAT) Why the Work is Being Done To realize the strategic outcomes as committed in the Defence Data Strategy and to achieve Digital Backbone ambitions as captured in the Defence Digital Strategy Problem to Be Solved Defence will have a view on what data it holds, where it is stored, who owns it, what it means, where it came from, the associated metadata (such as policies and processes) and the quality of it across the data life cycle. This is called “Data Cataloguing and curation” capability. Project are looking for a supplier who can deliver this capability by using the Informatica technology platform (Axon, EDC & IDQ), reporting (Power BI) along with an operating model and trained personnel to fully exploit the data. Who Are the Users Once the solution is fully rolled out, the users will be from across the Defence organizations. The Key user need is to have trusted data securely discover-able to everyone in a form of marketplace Work Already Done Toolset is licensed and its functionalities have been socialized with some key stakeholders in Defence Existing Team It is a mix team of crown servants and interim. Current Phase Not started Skills & Experience • Provide examples where you configured Informatica(Axon,EDC,IDQ) by securing business agreements on data-governance setups in complex organisations(e.g.MOD) comprising of business units with their own data-governance arrangements. 30% • Provide examples where you delivered detailed functional-design documentations that enables self-service extension of the data-management/governance capability in complex organisation(e.g.MOD) comprising of business-units with their own data-governance arrangements. 25% • Provide examples where you delivered an agreed operating model enabling Informatica toolset adoption/extension in complex organisations (e.g.MOD), comprising of business units with their own data governance arrangements 15% • Provide examples where you trained (technical&functional) core groups to use/extend/exploit data management/governance capability in complex organisation (e.g.MOD) comprising of business units with their own data governance arrangements 15% • Confirm if you have a minimum of gold partner status with Informatica. 10% • Provide examples where you worked with large public sector organisations (similar size as MOD) delivering data management/governance capabilities. 5%. • Note: examples from the last 3 years,preferably relatinge to Intelligent Data Management Cloud (Informatica SaaS deployment) setup, & succinctly define context, problem statement, timescale, solution delivered, and challenges encountered. Work Location MOD Main Building London is the base location. Hybrid working with site attendance in line with MOD business needs (Hybrid working is a mixture of working from home and working on site). Some travel to other MOD sites as required. Working Arrangments It will be blended working environment in terms of location. It is expected that the supplier will be in MOD offices a minimum of 3 days a week to meet key stakeholders, drive the requirements, run workshops to deliver solution design, configuration, and operating model work. Travel and &Subsistence will be paid in accordance with MOD policy with a maximum Limit of Liability of £33k (excluding VAT) Security Clearance Suppliers will be expected to hold a valid SC clearance at Contract Award. Additional T&Cs Work must be done from within UK. No. of Suppliers to Evaluate 3 Proposal Criteria • Demonstrate how you will build functional-design and configure Informatica(Axon,EDC,IDQ) with varied types/number of data-sources to catalogue,securing business agreements on data-governance setups in complex organisation with siloed data-governance models. 25% • Demonstrate how you will deliver management dashboard of Defence data assets and data governance KPIs by exploiting Informatica capabilities and integrating/complementing that with Power BI. 15% • Demonstrate the approach and ways you will socialise metadata management to different organisation securing their cooperation on cataloguing that will potentially expose the gaps in their data landscape. 15% • Demonstrate how you will deliver Operating-Model enabling toolset adoption/extension in complex organisations (e.g.MOD) comprising of business-units with their own data-governance arrangements and train/upskill(technical&functional) core-groups to use/extend/exploit the platform. 15% • Demonstrate how you will migrate the setups from a SaaS based deployment on Informatica Cloud to Modnet (MoD managed cloud) based cloud offering. 10% • Please detail your proposed approach and Agile Delivery methodology for managing and delivering Dependency and Assumption Management with Scheduling and Risk Management. 5% • Resourcing Approach/Structure: Propose a team-structure (people/roles,their allocation,named profiles which detail their relevant experience) for the duration of Nov22-March23 along with your rationale of the proposed resourcing approach 10% • Flexibility: Demonstrate how will you balance being responsive/flexible to changing work demands (in terms of skills/capacity) as the programme progresses with the delivery. 5% Cultural Fit Criteria • Demonstrate how you will communicate effectively with stakeholders from different organisationse not in our direct chain of command, to identify solutions to problems within a resource-constrained environment . 30% • Demonstrate how you will you go about delivering training to a core group (trainers) and upskilled client team members 30% • Demonstrate how will you demonstrate your ability and willingness to work collaboratively within a multi-vendor delivery environment to achieve outcomes 20% • Demonstrate how will you challenge the status-quo with a no blame culture and encourage people to learn from their mistakes 10% • Demonstrate how will you take ownership of problems and use initiative to ensure a successful outcome? 10% Payment Approach Fixed price Assessment Method • Work history • Presentation Evaluation Weighting Technical competence 75% Cultural fit 5% Price 20% Questions from Suppliers 1. We believe achieving a successful outcome requires a mixed supplier/customer team. What are MOD currently planning to provide as part of that mixed team? e.g. people from the platform team and business SMEs Yes, this will be a mixed team from supplier and customer. Within MoD, there are a number of different teams such as from infrastructure hosting, security, application owners, product owner (Informatica) and business stewards etc. We envision all these groups to work with the chosen supplier as a blended high performing team to deliver to the outcomes by end of March’23.
