Summary of the work Translate UX designs and develop fully working CMS that passes security accreditation. Provide public secure hosting, maintenance and support for 1 year. Scope for additional 8 sprints (typically 2 weeks) for additional changes after live for 1 year. Expected delivery date: End of June 2017 Expected Contract Length Work completed by end of June 2017 - plus ongoing hosting, support and maintenance for 1 year Latest start date 23 April 2017 Budget Range After first sift we shall be inviting suppliers to submit a detailed proposal. Why the Work is Being Done The College of Policing is the professional body for the police service in England and Wales. The College requires a digital tool to enable both the public and its workforce to view details about professional profiles, competence and values framework, opportunities for educational qualification and career pathways in a single place. The work needs to be completed by 31 July 2017 Problem to Be Solved The UX designs for the career pathway platform (phase 1) has been completed and this next phase is for development. We anticipated using a content management system and need the UX designs and workflow built to a working live solution. Platform requires a hosting solution and 1 year support and maintenance that should form part of the proposal. The platform must pass Government Security Accreditation and meeting that requirement must form part of the work. The platform is public facing with no user data except for administrators of the content and workflow. Who Are the Users The majority of users will be serving police officers and staff at all ranks and levels. Universities will also access some of the information to check that it is up to date and to determine if they want to add any further information. The public will also access the information so that they can understand what they should expect from their local or national police service and if they are considering a career in the police service. Early Market Engagement User workshops held to build user needs and user stories. UX designs completed based on user stories, further consultation and user feedback. Designs now completed as part of phase 1. UX Designs will only be only available to view after the initial selection process is complete. Work Already Done We have engaged with a digital design team to help us develop the user experience and we have completed designs for this. Existing Team The supplier will be working with internal college staff. These include the Project Lead, Project Manager for the wider project developing the content. The Digital Services Manager, a Business Analyst and Product Owner. The College has an established user group. Current Phase Beta Skills & Experience • Software development skills in a CMS and able to translate UX designs into live environment • Designing websites that are intuitive and easy to use on all devices. • Delivering projects in line with Government Digital Service Standard. • Demonstration of delivering projects at speed with clearly identified deliverables and timescales. • Technical knowledge of website hosting environments. Experience of mitigating security and cyber threats to websites. • Good planning, coordination, communication and project management skills • Good relationship and stakeholder management • Experience delivering software development projects for Policing and Government Work Location The College team are geographically dispersed. There is not a specific location that we require the supplier to work. We expect that they will need to attend meetings in London (central London or Hendon) and Ryton, Coventry. Working Arrangments We expect the majority of the work to be carried out in the suppliers own location. We would expect to have regular meetings, but these could be conducted via video, such as Google hangout or Skype. A minimum of face to face meetings at the start and end of the contract would be necessary. There may be requirements to co-facilitate user group workshops. Security Clearance Must have a minimum of NPPV2 clearance. Only submit if you have personnel with valid clearance as we will not take individuals through clearance. Can you provide clarification on the planned 'go-live' date, please? June 2017 and July 31st are mentioned in the project definition We are unable to change the date after the opportunity was published, it remains incorrect. The original date for completion was end of June 2017, however we anticipate that due to some slippage here we expect the work to take up to 3 months (end of July). 2. Is SC vetting acceptable or is the requirement NPPV2? Also is the vetting required for all roles or just those interfacing with College of Policing? We can only accept NPPV2. Vetting is required for those interfacing with colleagues at the College of Policing and attending meetings on site. 3. Please clarify your latest start date for this project as currently it reads 23 April 2017 on the profile, however the submission deadline for this opportunity is 25 April 2017? Once published the date could not be changed. The start date is ASAP and expected to be around 2nd May. 4. Do you require development of a bespoke CMS or a solution based on an off-the-shelf CMS? Do you have a preferred platform? Is there a requirement to use an open-source CMS platform? An off-the shelf or open-source CMS will be sufficient. We don't have a preferred platform as we know they vary in capability and features. 5. Can you give any indication of overall budget at this stage, even if a range or order of magnitude, to help us understand whether we would be able to provide good value? There is budget available for the overall project and we shall be assessing suppliers based on fixed priced proposals once they have been shortlisted. 6. You've mentioned an understanding of policing and how it operates being a requirement for the supplier. We would expect this knowledge to be provided by the College of Policing as part of a collaborative team working with the supplier. If a supplier does not have policing experience but has strong experience of delivering CMS builds across a number of industries and business domains, and can adapt to new environments quickly, are you interested in receiving a proposal? Yes, we would still be interested. Experience working in Policing is an advantage due to the specialist nature of the work and outcomes being achieved. 7. The opportunity requires NPPV2 staff. Will you accept other levels of vetting, for example, BPSS/BS7858, CTC or SC? We will only accept valid NPPV2 clearance
