Summary of the work Power BI Technical Lead for HMPO's BI transformation project, directing agile delivery team to iteratively design, build and implement a BI service in collaboration with Lead Technical Architect to deliver Alpha. Alpha is limited in scope but will lay foundation of key architecture building blocks for the future BI platform. Specialist role Designer Expected Contract Length 3-6 months with the possibility of 2 years to delivery of an end to end BI service. Latest start date Monday 29 May 2017 Maximum Day Rate Market Rate Early Market Engagement Home Office have already evaluated various BI tools and chosen Microsoft Power BI as a strategic BI Visualisation Tool. Greenplum is chosen as underlying BI data platform Who Speclialist Work With There is a small team allocated to this work formed of 1 Product Manager, 1 BA and a Lead Architect. What Specialists Work On Develop interactive reports, dashboards for visual insights using PowerBI and Microsoft Azure. Implement Azure SQL databases, data warehouse services to as per the BI design and requirements Implement data feeds to private cloud data stores using Data connectors Document the detailed technical design as per the project's technical governance. Do the Data analysis, multi-dimensional data modelling and resource isolation between different tenants of that data platform Design a BI solution that collect and manage personal and/or sensitive information with appropriate controls and protection. Design, maintain, develop database design as well as conceptual, logical and physical data models for business intelligence. Skills & Experience • Have demonstrable experience of successfully understanding user needs and designing services to support them. • Have demonstrable experience of using Miscrsoft Azure, and Power BI to develop interactive reports and dashboards for visual insights. • Have demonstrable experience of using PowerQuery for data discovery internal, and externally. • Have demonstrable experience of using Azure SQL databases and data warehouse services • Have demonstrable experience of using Data connectors to private cloud data stores • Have demonstrable experience of Data analysis and multi-dimensional data modelling, resource isolation between different tenants of that data platform • Have demonstrable experience of successfully delivering digital solutions that collect and manage personal and/or sensitive information with appropriate controls and protection. • Have demonstrable experience of successfully working with other suppliers/3rd parties/other partners in the delivery of public sector digital services; • Have demonstrable experience of successfully delivering BI platform from Alpha to Live phase outputs and iteratively developing and improving them using Agile methods and practices." • Design, maintain and develop database architecture as well as conceptual, logical and physical data models for business intelligence efforts. • Ensure that all relevant aspects of data model (granularity, etc.) are taken into account • Analyse the logical and physical database models and guarantee models are in accordance with standards. • Translate technical aspects of data modeling (facts, dimensions, "snowflaking", etc.) into language that non-technical users can understand. • Work with both technologists as well as non-technical users with ease and approachability. Nice to Haves • Have demonstrable experience of delivering digital solutions that meet Level AA of the W3C WCAG 2.0 accessibility standards • Have demonstrable experience of successfully and collaboratively working, coaching and sharing knowledge with Public Sector client teams, particularly those with limited agile development experience. • Have demonstrable experience of successfully design and implementation for cloud based BI / data analytics solutions utilising Microsoft PowerBI • Have demonstrable experience of Data Analysis, Data Cleansing, Database Administration, Analytics • Have demonstrable experience of Regulatory Reporting, Data Visualisation Work Location Westminster, London Working Arrangments We expect the specialist to work collaboratively with existing in house project teams that are transforming the way HMPO processes business intelligence. Work is based in London and will involve the supplier being on site 4 days per week to work collaboratively with HMPO teams; travel and expenses remains the responsibility of the supplier. Service design and development must align with the HM Passport Office strategic technical architecture and technologies. Security Clearance SC clearance is required. HMPO will support the clearance process. Additional T&Cs Breakpoints to assess progress and quality will be set at the end of alpha phase. Does the HM Passport Office evaluation process have a preference between suppliers providing one in-depth piece of evidence throughout, and suppliers providing several different experiences? The role is expected to be outside of IR35, however status is assessed on a case-by-case basis. 9. We expect a role of this nature could command up to £1400 per day, is this within your acceptable parameters? No maximum target rate is being set. 10.
