Galluogi (Enable) is a National Lottery-funded project led by Social Firms Wales. The project aims to support disabled, neurodivergent and under-represented people across Wales who face barriers to employment and wish to explore self-employment and entrepreneurship as a route into economic participation. The project combines accessible training, tailored business mentoring, benefits advice, accessible resources, partnership working and peer support infrastructure to enable participants to start, sustain and grow businesses. The project will support approximately 750 beneficiaries across Wales through a combination of accessible workshops, one-to-one mentoring and wider engagement activities. Key targets include: • 225 individuals receiving tailored business mentoring. • 60 new businesses established. • 100 existing businesses supported. • 450 attendees participating in accessible training sessions. • Development of accessible onboarding and business support resources. • Establishment of a Business Guild for Disabled Entrepreneurs. • Creation of partnership arrangements with organisations across Wales. ________________________________________ Purpose of the Evaluation Social Firms Wales seeks to appoint an experienced and independent evaluator to undertake a three-year evaluation of the Galluogi project. The evaluation should assess: • The extent to which the project has achieved its agreed outputs and outcomes. • The effectiveness of the project's delivery model. • The impact of the project on participants, their businesses, families and communities. • The extent to which the project has reduced barriers to self-employment for disabled, neurodivergent and disadvantaged individuals. • Whether the project provides a scalable and sustainable model for future delivery and commissioning. • Learning and recommendations to improve delivery throughout the funding period. The evaluation should utilise a combination of quantitative and qualitative evidence and make effective use of project monitoring systems and management information throughout the contract period.
