The framework agreement is for IT consultancy services for the following lots: 1. Strategic consultancy 2. Architecture 3. Project/process management 4. Infrastructure 5. System development and integration 6. Network and security For further information on the contents of the procurement, please refer to the sub-areas part II, annex 1. Lot 1: 1. Strategic consultancy The contract will cover the contracting authority's need for services within ICT strategic consultancy services. The contracting authority will enter into parallel framework agreements with up to five tenderers, provided that there are a sufficient number of suitable tenders. The sub-area covers general strategic consultancy services in accordance with orders placed by the contracting authority. This covers giving advice and recommendations on the possibilities that lie in new technologies and innovation, data driven insight, systems, and the digitalisation of services (digital transformation). It will be important to look at the totality of the systems connected to functional, technical, and user conditions. On a general strategic level, the need will be, for example, connected to the realisation of the government's and KS' joint digitalisation strategy for the public sector, 'A Digital Public Sector', in order to ensure that the municipalities in Agder also contribute to the joint challenge and the goal and areas of priority that are established through the strategy as regards connected services, joint eco-system, joint government/municipal work with life events, national joint components, KS FIKS platform, etc. 'A Digital Public Sector' challenges, amongst others, existing sector and entity strategies, liability connected to the services, steering and delivery models, management models, and sourcing strategies. There will therefore be a need for competence and knowledge of this public eco-system in order to work with the municipal challenges connected to this uniformity. The need can, for example, include: Strategic analysis ICT strategic development and implementation ICT governance Business development Sourcing Management models Likewise how organisation and work processes are seen in relation to technological developments and gains will be important. There will also be a need for assistance with designing a technical operational architecture that makes systems and services function at optimum cost as regards the expected quality and degree of service. Further development and optimisation of sourcing cloud (Azure) and on-prem (computer room). ). This point does not apply for Kristiansand Municipality. Assignments within the information security field, GDPR, and ROS analyses; generally in relation to the current framework agreement and legal requirements, assessing and handling risk, and personal protection. Lot 2: 2. Architecture The contract will cover the contracting authority's need for services within ICT architecture. The contracting authority will enter into parallel framework agreements with up to five tenderers, provided that there are a sufficient number of suitable tenders. The sub-area covers ICT architecture in accordance with orders placed by the contracting authority. Tenderers must have competence within IT architecture, including: entity architecture, information architecture, security architecture, technical architecture, system/application architecture, and system architecture. Tenderers must have in-depth knowledge of national architecture and national joint components, and must also be aware of national visions for general and connected services. Experience from such projects will be seen as an advantage. The list is not exhaustive. Lot 3: 3. Project/process management The contract will cover the contracting authority's need for services within ICT project and process management. The contracting authority will enter into parallel framework agreements with up to five tenderers, provided that there are a sufficient number of suitable tenders. The sub-area covers project management, process management, project steering, and administration of ICT and digitalisation projects in accordance with orders placed by the contracting authority. This covers managing projects and developing project teams in order to reach the set delivery goals. The project manager and/or coordinator must have good knowledge within project methodology (Prince2 or equivalent), manage and facilitate decision processes, able to negotiate and evaluate contracts, carry out cost analyses, benefit realisation analyses, ROS analyses, and risk planning as part of the project work. Tenderers must document good results from previously completed projects for the personnel offered to the contracting authority. Assistance can also be required for concrete phases and assignments in projects such as managing early phase work and concept assessments, formulation of requirements specifications, entering into contracts, benefit realisation plan, technical sub-project management, hand-over to the service manager, etc. The list is not exhaustive. The following contracting authorities will participate in the contract from when the contract is signed: IKT Agder IKS, DDV (Det Digitale Vestre Agder) IKS, Lillesand Municipality, Birkenes Municipality and Kristiansand Municipality. Lot 4: 4. Infrastructure The contract will cover the contracting authority's need for services within ICT infrastructure. The contracting authority will enter into parallel framework agreements with up to five tenderers, provided that there are a sufficient number of suitable tenders. The sub-area covers design, consultancy, implementation, error recovery and operation of systems for server and client operation, including central areas such as virtualisation, monitoring, configuration and communication. The contracting authority has needs within the following areas, both as local installation and as cloud services: Virtualisation (hardware and software) Network/micro-segmentation Monitoring/configuration Interaction/communication Backup (hardware, software) Server (hardware, software) Client (hardware, software) Printing systems (FollowMe and equivalent systems) Databases The list is not exhaustive. Tenderers are not expected to have competence in all these areas, but the contracting authority is looking to cover all the areas through the parallel framework agreements. The following contracting authorities will participate in the contract from when the contract is signed: IKT Agder IKS, DDV (Det Digitale Vestre Agder) IKS, Lillesand Municipality, Birkenes Municipality. Lot 5: 5. System development and integration The contract will cover the contracting authority's need for services within ICT system development and integration. The contracting authority will enter into parallel framework agreements with up to five tenderers, provided that there are a sufficient number of suitable tenders. The sub-area covers system development and integrations in accordance with orders placed by the contracting authority, including: Robotic Process Automation (RPA). Modelling and system design in order to prepare requirements specification for development suppliers. Interaction design and design of interface (UI/UX) Service design Design and implementation of systems in Azure, for example: Synapsis, logic apps, function apps, and web apps. Modelling in UML. System development (frontend/backend) based on the .NET platform and Open Source systems (LAMP). Programming (computer platform): python, C#, javascript, SQL. Formats: json, xml, html5, css3, react. Integration via the Power platform: Systems for data flow between systems, web services, data warehouse, data acquisition, and other integration systems. The contracting authority currently uses MS Teams /Sharepoint, Identity Management (IAM), ServiceNow, MS Biztalk and EZ-Publish. The list is not exhaustive. The following contracting authorities will participate in the contract from when the contract is signed: IKT Agder IKS, DDV (Det Digitale Vestre Agder) IKS, Lillesand Municipality, Birkenes Municipality and Kristiansand Municipality. Lot 6: 6. Network and security The contract will cover the contracting authority's need for services within ICT network and security. The contracting authority will enter into parallel framework agreements with up to five tenderers, provided that there are a sufficient number of suitable tenders. The area covers design, consultancy services and operation of fixed and wireless network infrastructure, technical security (cyber security), information security, personal protection, stand-by, redundancy, implementation, and error recovery in accordance with orders placed by the contracting authority, including: Design, implementation, operation, and management of fixed network infrastructure. Design, implementation, operation, and management of wireless network infrastructure. Design, implementation, operation, and management of central firewalls and security components. Design, implementation, operation, and management of telephony/IP telephony systems. Certificate services and identity management. The contracting authority needs these areas, both as local installation and as cloud services. The following contracting authorities will participate in the contract from when the contract is signed: IKT Agder IKS, DDV (Det Digitale Vestre Agder) IKS, Lillesand Municipality, Birkenes Municipality.
