Procurement - Products from Kommuneforlaget (KF) 2023. Voluntary ex-ante transparency notice.

When the municipalities of Skodje, Haram, Ørskog, Sandøy and Ålesund merged in 2020, an overall agreement was entered into with KommuneForlaget (hereinafter KF) for Gemini software on behalf of Nye Ålesund municipality. From 01.01.2024, the current Ålesund municipality will be divided into two new municipalities: Ålesund (929 911 709) and Haram (829 912 252). Ålesund has procured and currently uses several products from KF). Among the most important programmes are KF Personal and KF Local Personnel Handbook (LPH). Lot 1: The mentioned systems are central tools/resources for employees within personnel/HR, and, as far as we know, there are no equivalent products on the market. KF Personal gives full access to laws, relevant legal sources, guidelines and contracts in the personnel field in the municipal sector. KF LPH is closely related to KF Personal and is a theme based reference tool for all employees and managers in the municipality, where the municipality can add local provisions in addition to the central content. Due to the division of municipalities, the current Ålesund municipality will become Ålesund and Haram municipality from 2024. In connection with this, we have asked Kommuneforlaget for an offer that continues agreements related to KF Personal and KF LPH. The offer also includes an option to include other trade resources in Kommuneforlaget´s portfolio. The products in question are therefore all well-established in the current municipality and will have direct transferable value, as one "user" will become two "users". A purchase contract based on SSA has been prepared that "splits" the current agreement into two contractual documents (one for each of the new municipalities) that take into account the changed organisation and provide access to certain additional products as an option.
