Description
Iris Service needs to replace an existing 2-chamber waste collection vehicle with 2 separate back hatches with a new one. The reason for this is that existing vehicles cause major problems for Iris Service in its daily waste collection operations. Frequent workshop visits and emergency repairs have led to frequent unwanted shutdowns, with subsequent challenges for our drivers/sanitation workers and the contracting authority's subscribers. The shutdowns contribute to unwanted overtime work and also propagate further in the company via an increased workload for Iris Service's administrative personnel in the Collection and Customer Centre departments. Iris Service has been monitoring the second-hand market in Norway for a long time, in an attempt to temporarily remedy the situation regarding the challenges with our vehicles, but no waste collection vehicles that are suitable for our collection have been available for sale. In addition, enquiries have been made to rental companies in Norway and other European countries. This approach has not been successful, while at the same time Iris Service has an ongoing need for a new vehicle with a specific design that is adapted to our operations. Iris Service held a tender contest for new 2-chamber waste collection vehicles in May/June 2023, which had to be cancelled after the tender deadline. Iris Service announced a new tender contest for waste collection vehicles in September 2023 in Doffin/TED for 5 new waste collection vehicles, with an estimated delivery time between December 2024 and February 2025. The long delivery time for waste collection vehicles with diesel engines means that Iris Service must accelerate the procurement of a single vehicle, using another solution, so that waste collection operations can be carried out in accordance with the scheduled collection plan for the households served by this vehicle. Iris Service has been offered a vehicle with a chassis by Norsk Scania AS with production planned to take place in the near future, which fulfils the requirements set by Iris Service in the published call for tenders. Iris Service would like to remedy the operational challenges with the current vehicles as described above, and intends to enter into a contract with Norsk Scania AS for the delivery of a 2-chamber waste collection vehicle with 2 separate back hatches in February 2024. Tenderers that would like to submit an appeal against the voluntary ex-ante transparency notice must do so within ten days from the day of the publication of this notice.
