Helse Stavanger HF c/o Nye SUS announced Contract K5601 Building Automation on 6 October 2018. This contract is for the delivery of building automation for the New Stavanger University Hospital's buildings. The building automation installations must have functions for controlling, regulating, and monitoring operational installations that can be operated from both local and central operator stations. OneCo Technologies AS won the contest and the contract was signed in May 2019. The financing for the expansion of the Building E was approved by the Ministry of Health and Care Services in October 2020, and the buildings for Nye SUS were extended by 20 000 m2 from 105 000 m2 to 125 000 m2. Helse Stavanger HF now intends to extend the contract with OneCo Technologies AS for the necessary additional delivery, including the delivery of building automation installations for the extended building. The contract extension is a supplement of contract services that OneCo Technologies AS have already been contracted to deliver, and technically, only this supplier can deliver the service in question. The building automation installation's primary control and operating installations (operator system) will be established in central operator stations. A system called Citect will be used in the delivery for K5601. A division of contract responsibility for Building E could mean that we risk having two different operator systems. This would be very unfortunate in the establishment and commissioning phase, as well as in the subsequent operations phase, and would lead to major technical and financial challenges. Even if we have Citect for both with separate contracts, we will have technical and financial challenges as two different suppliers would programme the same system. A potential situation with two suppliers for equivalent deliveries could expose, amongst others, the operations department at the hospital and patients to an unacceptable risk of technical error, and add a very demanding interface with the existing installations. Helse Stavanger HF and OneCo Technologies AS have entered into a contract for the delivery of building automation installations, and the expansion/continuation of the installations in question therefore makes up necessary additional deliveries that were not included in the original contract, and which can be legally included pursuant to the Public Procurement Regulations, Section 28-1 (1), letter c. The reason for wanting to expand the existing contract is of both a technical and financial character, and is justified as the additional delivery must be provided by the same supplier for subsequent operation. In addition, a change of supplier would lead to considerable technical challenges and significant extra costs for the contracting authority. A change of supplier cannot occur for technical reasons, and the term in the Public Procurement Regulations, Section 28-1, first paragraph, letter c, is this fulfilled. The contract will be signed at the earliest 10 days after this notice is published.
