1. Introduction: Royston Town Council is pleased to announce the upcoming procurement process for the provision of cinema services in Royston. 2. Short description: Royston Town Council is committed to providing vibrant and accessible cultural opportunities for its residents. The selected provider will play a crucial role in enhancing the cultural offerings and community engagement within the town. 3. Background: Royston Picture Palace originally opened in 2013. In December 2019, management of the cinema became a collaboration between Royston Town Council and Saffron Screen (a similar community-focused cinema in Saffron Walden, Essex). Screenings take place on Friday, Saturday and Sunday evenings, with matinee showings on Saturdays and Sundays as well. Saffron Screen gave notice in July 2023 but continued to operate with additional funding support up until end of December 2023. The cinema has been run as a not-for-profit enterprise with the support of volunteer duty staff. 4. Scope of Services: The anticipated scope of services includes, but is not limited to: • Operation and management of a cinema facility. • Further scope to run theatre and live music events in addition to cinema screenings. • Programming and scheduling of film screenings. • Coordination of special events, film festivals, and community outreach programs. • Maintenance and upkeep of cinema facilities in conjunction with the council. 5. Contract Duration: The contract duration is negotiable subject to mutual agreement. 6. Procurement Process: The procurement process will be conducted in accordance with Regulation 53 of Public Contracts Regulations 2015, and further details will be provided in the tender documents. 7. Market Engagement: To facilitate open and constructive communication, Royston Town Council will provide opportunities for potential providers to seek clarification on any aspect of the upcoming procurement.
