Summary of the work Analyse/define the need for a Business Change Network, through the development of a DLMC Business Change Strategy. The strategy will define: - purpose, size and responsibilities of network - activities the network will need to carry out - optimum time to launch network - best way to establish network Expected Contract Length 2 months Latest start date Monday 3 September 2018 Why the Work is Being Done Defence Learning and Management Capability (DLMC) will enable Defence to analyse, design, deliver, assure and govern policy compliant Training and Education using a modern, sustainable suite of information services. DLMC is a digital transformation programme developing a modern, integrated learning and management capability using agile methodology, in-line with the Technology Code of Practice and Digital Service Standards. DLMC will deliver an integrated learning and management capability to supersede two legacy training platforms; Training and Finance Management Information System - Training (TAFMIS-T) and Defence Learning Environment (DLE). Problem to Be Solved The requirement will be the development of a DLMC Business Change Strategy and can be divided into three phases. Phase one would be to Mobilise the project and decide upon how the strategy would be developed. Phase two to Develop the strategy Phase three to Refine the strategy. By the end of the contract the supplier would be expected to have defined the following: a. The purpose, size and responsibilities of the network b. The activities the network will need to carry out c. The optimum time required to launch the Network d. The best way to establish the Network Who Are the Users User Persons are under development and will be clarified during the Discovery Phase. DLMC users are potentially anyone who works for Defence. This encompasses Military Personnel, Civil Servants and Contractors. Identifying the users and their business change needs will form part of the Business Change Strategy in the first work package Work Already Done Front Line Commands (FLCs) have a vital role to play to ensure that this agile approach, in-line with Government Digital Services (GDS) guidance, delivers the appropriate building blocks to build a service which meets the needs of all users. The programme has established a Change Integration Working Group (CIWG) chaired by the Programme Manager in the absence of a Lead User for Defence (expected start date Q3 18). Each FLC is represented at the CIWG by a Single Service Lead (SSL). The SSL's will work in partnership with the future Business Change Manager providing the business context to change activity Existing Team The programme is currently undergoing recruitment across several areas - target completion summer 18. We are recruiting a Lead User (Military) supported by a Product Manager (In Post) to oversee the Business Change Network at programme level. The network will work closely with the Programme Office and other project teams (on-boarding legacy systems and developing future services) in multiple locations Current Phase Discovery Skills & Experience • Strong working knowledge of MoD training and learning management systems (10%) • Experience of working in an Agile Project environment (10%) • Significant experience in developing and implementing a Business Change Strategy within digital transformation programmes in the last 2 years (20%) • Experience in implementing business change management methodologies, tools and resources (15%) • Evidence of Business Change Certification or significant track record in a business change, communications, engagement and analysis in similar organisations (15%) • Agility in the approach to delivery outcomes and "one team" approach to collaborating with customer to deliver the outcome (10%) • Experience of applying Technology Code of Practice & Digital Service Standards approach to pass Digital Services Assessments; provide experienced/qualified personnel to support Agile team for Discovery and Alpha phases (10%) • Experience of ISS and MOD approvals processes including providing evidence to support an Initial Gate Business Case approval (e.g. COA) and working with the Scrutiny and Assurance communities (10%) Nice to Haves Experience of delivering digital transformation projects for governments Work Location Army Headquarters is located on the outskirts of Andover in Hampshire, SP11 8HJ Working Arrangments The Partner will need to work at multiple sites on MODNet five days per week to fulfill the requirement. Laptops will be provided for working at remote MOD sites. The Partner will need to work closely alongside all programme stakeholders, e.g. the user community, programme/project teams and wider stakeholders to deliver the required outputs. Can we have an indication of budget for this requirement The Authority is not publishing the budget for this requirement 2. Could the customer provide information regarding their requirement in applying Technology Code of Practice & Digital Service Standards approach to pass Digital Services Assessments The successful bidder will not be required to take DLMC through Digital Service Assessments. However, they will need to demonstrate a strong awareness of the application of the Technology Code of Practice & Digital Service Standards in order to inform the creation of a Business Change Strategy in-line with DLMC's development approach 3. Can you please clarify what you mean by "Evidence of Business Change Certification"? Is the supplier able to demonstrate evidence of any Business Change qualifications or certificates held with their proposed team 4. Please confirm whether the proposal criteria (in the DLMC Business Change DOS bid) are to be considered at the next stage of the tender or are they to be used to qualify for the current PQQ stage? The proposal criteria is to be considered at the next stage of the tender exercise 5. Please confirm the scope of responsibility for delivering and ensuring the success of business change in the Front Line Commands (FLCs) versus the level of authority to do so. Successful business change and adoption by FLCs will be essential and will require joint working as well as influence and ideally, authority This will need to be determined as part of the development of the Business Change strategy. Each FLC will be represented by an empowered Lead User to represent the business and facilitate joint working with Business Change Managers. The Programme will have a Lead User to cohere each FLC and act as the authority for Defence on all DLMC related matters. 6. Please confirm the approximate number of users and different types of services and locations DLMC aspires to cover. The Defence Learning & Management Capability will enable Defence to analyse, design, deliver, assure and govern policy-compliant Training and Education using a modern, sustainable suite of information services. Potentially anyone in MOD, at any MOD location could be a DLMC user. DLMC services will be defined throughout the Alpha phase that will run in parallel to this requirement for the development of a Business Change Strategy 7. Does the Customer expect interviews/workshops to be conducted at Andover or across a myriad of MoD sites? Interaction with the user base should be conducted at their place of work and so yes, this will be across multiple sites. Workshops can be held at any suitable MOD location dependent on the audience
