In summary, the Services comprise of the development of a Preliminary Business Case for the Atlantic Marine Energy Test Site (AMETS) in line with the requirements of the Infrastructure Guidelines available at - https://www.gov.ie/en/collection/e8040-infrastructure-guidelines/ A holistic case will be developed for a policy intervention considering strategic alignment with national and European policy, climate action plan targets and actions, sectoral trends and needs, identification of a longlist of possible policy options (including expansion of existing SEAI schemes), multicriteria analysis and shortlisting of options, a financial and economic appraisal and cost benefit analysis, and recommendation for shortlisted options.
