Eden District Council (EDC) sought bids from bidders for the administration of its housing allocation and homelessness functions covering the below key areas: — admin of the EDC housing advice function, — admin of the EDC homelessness function, — management of the EDC housing register. One tender submission was received as part of the tender process. This tender process has however been cancelled, since the costs submitted were substantially higher than the budget available to EDC. In light of this, EDC have subsequently awarded the contract via the negotiated procedure without prior publication, to the bidder who submitted the bid during this open tender procedure, following consultation between the two organisations to bring the service within budget. The conditions of the new contract have not been substantially altered from the initial contract conditions.
