Toucan, the West Midlands CAMHS Provider Collaborative (WMCPC) (https://toucanwestmids.nhs.uk/) hosted by Birmingham Women's and Children's NHS Foundation Trust as Lead Provider have commissioned an Eating Disorder Day Care Service: Standalone unit for children and young people aged 13-18 within the West Midlands, and an Eating Disorder Intensive at Home (ED-ISH) Support Service for children and young people aged 13-18 within the North region of the West Midlands who require intensive mental health treatment to support discharge and step down from hospital.<br/><br/>This is a Provider Selection Regime (PSR) confirmation of contract award notice, following the publication of FTS Intention to Award Notice 2025/S 000-008680. The contracts for Lot 1a and Lot 2a have been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. This contract has now been formally awarded using the Competitive Process.<br/><br/>The contract award concluded 29th July 2025 with the contract period being July 2025 until March 2027<br/>The lifetime value of the contract is £2,975,264.72<br/><br/>No reviews were applicable during the standstill period.<br/>There were no declared conflicts or potential conflicts of interest of individuals making the decision. Lot Qualification: Basic Selection Criteria This notice serves as the intention to award a contract under the Competitive Process. <br/>The successful provider will deliver an Eating Disorder Day Care Services: Standalone unit for children and young people aged 13-18 within the West Midlands, and an Eating Disorder Intensive at Home (ED-ISH) Support for children and young people aged 13-18 within the North region of the West Midlands who require intensive mental health treatment to support discharge and step down from hospital.<br/>This service is an enhanced specialised service and has been awarded to a new provider.<br/>As a result of this Competitive Process a contract will be awarded to the successful provider for a period of 2 years, commencing from 01st April 2025. It is anticipated that the service provision resulting from this Competitive Process will have a value of £2,975,264.72 for the contract period. Additional information: This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 or the Procurement Act 2023 do not apply to this award. Lot 1a Standalone Unit: Key Criteria - Lot 1 Eating Disorder Services; Day Care This notice serves as the intention to award a contract under the Competitive Process. <br/>The successful provider will deliver an Eating Disorder Day Care Services: Standalone unit for children and young people aged 13-18 within the West Midlands.<br/>This service is an enhanced specialised service and has been awarded to a new provider.<br/>As a result of this Competitive Process a contract will be awarded to the successful provider for a period of 2 years, commencing from 01st April 2025. It is anticipated that the service provision resulting from this Competitive Process will have a value of £1,825,943.80 for the contract period. Additional information: This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 or the Procurement Act 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by midnight 24th March 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.<br/>Any representations should be sent to kimberley.walker13@nhs.nhs<br/>The award decision-makers are West Midlands CAMHS Provider Collaborative. The decision to award the contract was made by West Midlands CAMHS Provider Collaborative Chief Finance Officer. <br/>Conflicts of interest identified amongst the group: 1. The non-conflicted members have assessed the nature and risk of the conflicts and decided which steps to take to avoid or manage them. The conflicted member was excluded from participating in the assessments. <br/>The Basic Selection Criteria scoring methodology was either Pass/Fail or For Information<br/>The Key Criteria were scored sub-weighted questions, as follows:<br/>Quality and Innovation – 25.00%<br/>Value – 10.00%<br/>Integration, Collaboration and Service Sustainability – 40.00%<br/>Improving access, reducing health inequalities and facilitating choice – 15.00%<br/>Social value – 10.00%<br/>Midlands Partnership NHS Foundation Trust passed the Basic Selection Criteria and received the highest combined overall weighted Key Criteria score out of 100.00%. As a result, they are awarded the contract, subject to agreement. Lot 2a North: Key Criteria - Lot 2 Eating Disorder Intensive Support at Home (ED-ISH) This notice serves as the intention to award a contract under the Competitive Process. <br/>The successful provider will deliver an Eating Disorder Intensive at Home (ED-ISH) Support for children and young people aged 13-18 within the North region of the West Midlands who require intensive mental health treatment to support discharge and step down from hospital.<br/>This service is an enhanced specialised service and has been awarded to a new provider.<br/>As a result of this Competitive Process a contract will be awarded to the successful provider for a period of 2 years, commencing from 01st April 2025. It is anticipated that the service provision resulting from this Competitive Process will have a value of £1,149,320.92 for the contract period. Additional information: This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023.
