Eating Disorder (ED) Day Care Services and ED Intensive Support at Home Services

NHS Arden and Greater East Midlands Commissioning Support Unit on behalf of West Midlands Child and Adolescent Mental Health Services (CAMHS) Provider Collaborative (WMCPC) (https://toucanwestmids.nhs.uk/), for which Birmingham Women's and Children's NHS Foundation Trust (BWC) is the Lead Provider are seeking expressions of interest from suitably qualified and experienced providers for the provision of Eating Disorder (ED) Day Care Services and Eating Disorder Intensive Support at Home Services (ED-ISH).<br/><br/>The service and provider will need to be registered with the Care Quality Commission to provide mental health services. <br/><br/>The WMCPC intends to commission two provisions:<br/>• Lot 1: Eating Disorder Day Care Services for children and young people within the West Midlands (aged 13-18).<br/>• Lot 2: Eating Disorder Intensive Home Support provision for children and young people within the West Midlands (aged 13-18) who require intensive mental health treatment to support discharge and step down from hospital. Lot 2 is divided into the following sub-lots, there will also be the requirement to accept young people from the boundary areas:<br/>• Lot 2a Coventry and Warwickshire<br/>• Lot 2b Herefordshire and Worcestershire<br/>• Lot 2c Birmingham and Solihull<br/><br/>Contract Length is expected to be a maximum of 15 months, commencing 01st April 2026 until 31st March 2027, in line with the Lead Provider contract commissioned by NHSE.<br/><br/>The contract awarded will be a ‘Lead Provider sub-contract’ for the purposes of fulfilling our responsibilities under our ‘Lead Provider contract’ with the Commissioner. Should the Lead Provider arrangements change during the term of the contract, relevant responsibilities will be transferred to an alternative organisation as appropriate. The General Condition 12 ‘Assignment and Sub-Contracting’ of the NHS Standard Contract, as per the obligations of the commissioner, will set out the terms and conditions under which the contract will be transferred or assigned to the relevant Lead Provider or relevant commissioning authority.<br/><br/>Further details are provided in VI.3 Lot 1: Key Criteria: Lot 1 Eating Disorder Day Care Services Lot 1: Eating Disorder Day Care Services for children and young people within the West Midlands (aged 13-18).<br/><br/>The service and provider will need to be registered with the Care Quality Commission to provide mental health services. <br/><br/>The service aims are to:<br/>• Provide specialist eating disorder interventions on a day care basis as an alternative, sustainable model to inpatient care.<br/>• Provide step up from community services with or without intensive support at home. <br/>• Provide an alternative, sustainable model to inpatient care for young people with eating disorders. <br/>• Reduce inpatient admissions to a Specialist Eating Disorder Units (SEDU) <br/>• Reduce lengths of stay for those already admitted. <br/>• Support young people to receive timely and effective care in the least restrictive environment. <br/>• Provide a treatment option that is a clinically appropriate alternative to an inpatient admission who require a more structured approach to interventions than the community offer provides. <br/>• Enable treatment maintaining the stability of the young person’s home, social and educational environment. <br/>• Provide a range of evidence-based therapeutic interventions to support the young person’s recovery with specific psychological therapies. <br/>• Deliver day care program which meets the specific therapeutic needs of patients. <br/>• Provide a family-centered approach to equip parents with the necessary skills and understanding of the young person’s diagnosis to enable them to support effectively in the home environment <br/>• Meet NICE Guideline (NG69) compliance, which recommends most people with eating disorders are treated on an outpatient basis with evidence-based 2 therapies such as Eating Disorder Focused Cognitive Behavioural Therapy (CBT-ED).<br/><br/>The proposed service model should cover the following minimum requirements:<br/>• Service model should focus on highly structured programme of day care provision, with a range of evidence based therapeutic treatment approaches, supplemented with educational support to maintain a structured environment for the young person<br/>• Interventions should be tailored to meet young person’s needs at time of assessment as well as support to family/carer.<br/>• Service should be committed to principles of least restrictive practice<br/>• Service should have capacity to provide day service places up to 6 young people at any one time<br/><br/>Award Criteria:<br/>Basic Selection Criteria – Pass/Fail or For Information only<br/><br/>Lot 1 (Scored):<br/>Quality and Innovation – 28.00%<br/>Value – 10.00%<br/>Integration, Collaboration and Service Sustainability – 46.00%<br/>Improving Access, Reducing Health Inequalities and Facilitating Choice – 06.00%<br/>Social Value – 10.00%<br/><br/>The evaluation process covers a number of discrete stages which are outlined in Document 1 at 27.2.1.
