The Authority is utilising the Open procurement procedure to procure a Principal Contractor (to deliver both design and build works and services, through what is commonly termed in industry as a single stage process. The Authority intends to let a contract (JCT Design and Build Contract (2011) with amendments) comprising: (A) The construction of an Innovation Hub (phase 1) (circa 8,000sqm), providing a 'platform' for open innovation, drawing together innovators, academics, health and care providers, businesses and members of the public to co-create and co-evaluate innovations designed to improve health and healthcare. Innovation Hub is to be located on a previously undeveloped green field zone immediately adjacent to the north boundary of the existing Bailrigg Campus, Lancaster. (B) Academic accommodation designed to enable inter-disciplinary working and to allow the relocation and expansion of the Faculty of Health and Medicine (phase 1), housing the Medical School, the Division of Health Research, the Centre for Education, Training and Development and Faculty Offices. The remainder of the Faculty would be incorporated in phase 2. (C) Business space focused on SMEs (phase 1), but open to all commercial businesses, creating opportunities for co-location and collaboration with the University, other businesses and healthcare providers. (D) The construction of a new highway junction off the A6 (S278 Works) and a new access road into the development (S38 Works). Net construction cost - approximately £25-£30 million excluding Fees and VAT. The Authority intends to award a contract by July 2017. The successful tenderer must be available to commence work on site by 25th September 2017. The Authority is procuring in advance of critical public funds. It is anticipated works to be delivered under this planned contract will be part funded by the Lancashire Local Enterprise Partnership and the European Regional Development Fund Programme 2014 to 2020. The Authority cannot guarantee that a contract will be entered into, or that work will commence or progress in the absence of this funding being secured (anticipated by July 2017). Tenderers must therefore assume that all costs and expenses are "at Risk" until the contract is signed and funding secured. The Authority will host an accompanied site visit (including presentation) Friday 7th April 2017 starting at 10.00 a.m. The meeting point will be University House Reception, Lancaster University, Bailrigg Campus, Lancaster, LA1 4YW, UK.
