Description

The Contracting Authority has awarded a Framework Agreement to a tenderer for the delivery of country and risk data, reports and analysis. The aim for Norges Bank is to maintain an overview of various risks that are relevant for Norges Bank Real Estate Management, and periodic and ad-hoc qualitative and quantitative analysis and reports related to such risks. The contract will have a maximum length of 4 years (1 + 1 + 1 + 1). The services will be procured by Norges Bank, department Norges Bank Real Estate Management (NBREM). The contracting party will be Norges Bank. The procurement concerns access to risk data and periodic and ad hoc risk analysis and reports. All periodic and ad hoc reports and analysis must be based on the same risk data that NBREM has access to, but they must also include further qualitative and quantitative analyses based on NBREM's enquiry and the tenderer's international expertise. Access to risk data should, as a minimum, include the following general themes: — the environment, — policy, — human rights, — financial criminality, — security, — work related health and safety. The risk data must describe the risk level within the different fields in a quantitative, standardised and indexed format. Risk data must be divided up according to risk type and country/town and it must, as a minimum, cover the following countries: — all EU countries (including Great Britain), — USA, — Singapore, — Japan. Periodic and ad hoc reports: — analyses and reports must be available ad hoc upon request from NBREM, — analyses and reports must be available for the development of risk factors and trends and a focus must be put on underlying reasons, for example, regulatory changes, political changes, etc.), — analyses and reports must be divided up in to the following geographical areas: —— London, —— Paris, —— Berlin, —— Munich, —— New York, —— Boston, —— Washington, D.C., —— San Francisco, —— Tokyo, — Reports must be divided up according to risk factor and must, as a minimum, include the following: —— regulatory conditions, —— financial criminality, —— work related health and safety, —— terrorism and security, —— political conditions, —— the environment.
