Capacity contract, data and analysis

Description

The objective of the contract is to establish a cooperation with a tenderer that will support the contracting authority in the data and analysis field with the correct competence and agreed capacity. The Norwegian Public Roads Administration (the contracting authority) will, through this contract, have access to competence and flexible capacity that will assist with the development of the data and analysis field in all of the contracting authority's organisation. The estimated value, if all the options for extensions are taken up, is NOK 500 - 750 million. Lot 1: The objective of the contract is to: • Get a strategic cooperation partner for development in the field over time • Ensure access to the required competence if needed within the described areas of competence • Achieve the required flexibility for competence needs. We see it as probable that the need will vary over time, across the organisation, according to type of competence and duration. Most of the tenderer's consultants will be part of a permanent team, but short term needs will also arise. We estimate that there will be a need for up to 22 full time resources in 2022. The start-up will be staggered throughout 2022 and continual competence transfer will be facilitated in the transition period. The capacity need is expected to increase from 2023 to between 30 and 40 full time resources, but it will vary over time. At times up to 60 full time resources can be required.
