Description
Portsmouth City Council (the 'Authority') is embarking upon a major programme of coastal defence construction as part of the North Portsea Island Coastal Flood Defence Scheme. As part of this scheme, the Authority has awarded a contract to deliver Phase 3 of the programme which will cover flood defence works at Tipner Lake from the Mountbatten Centre, Twyford Avenue to the Ports Creek Roundabout. The target completion date for construction and landscaping works is December 2019. The value for the works is in the region of 10 500 000 GBP. Portsmouth City Council (the 'Authority') is embarking upon a major programme of coastal defence construction. The programme of works is part of the North Portsea Island Coastal Flood Defence Scheme which aims to reduce the risk of coastal flooding and erosion to the area over the next 100 years. The Eastern Solent Coastal Partnership (ESCP), who are managing these works on behalf of the Authority, have successfully gained Flood Defence Grant funding to the value of 58 500 000 GBP to deliver the programme of works. The implementation of the programme has been split into 6 phases of works over the next 5-6 years. Phases 1 (Anchorage Park 5 000 000 GBP) and 2 (Milton Common 3 000 000 GBP) have been completed and Phase 3 has now been awarded, which will cover flood defence works at Tipner Lake from the Mountbatten Centre, Twyford Avenue to the Ports Creek Roundabout. The target completion date for construction and landscaping works is December 2019. The value for the works is in the region of 10 500 000 GBP. The form of contract used is NEC 3 Engineering and Construction Contract (ECC) Option C. The Tipner Lake works consist of the construction of a new reinforced concrete seawall along the full length of this frontage, which is approximately 1,85 km in length. The works comprise a combination of: c. 300 mm thick seawall encasement of the existing defences to extend below the existing foreshore level; replacement of the seawall in the southern area of the site where the existing wall is showing signs of structural movement and is considered of too poor a condition to encase; and local re-alignment of the frontage in this southern area where required. There is the opportunity to create a terraced embankment, an environmental zone, seaward of the defences to the north of the site.
