Description
The Supplier will provide a high standard of advice and guidance to Revenue Scotland, to ensure that all the appropriate legislation relating to their work activity is complied with and to ensure risk assessments were suitable and sufficient. This will include health and safety in the workplace; hybrid working for employees and Board; management of buildings; and in relation to the specialist nature of the work of Revenue Scotland. Revenue Scotland’s employees may potentially be exposed to aggressive confrontation, for example, during tax compliance site visits and while engaging with taxpayers. Risk assessments for typical health hazards expected at high-risk sites when some of our employees are carrying out tax compliance visits would need to be drafted in line with current legislation. These exposures to health hazards and hostile behaviour may have a negative impact on the health and wellbeing of people in Revenue Scotland, therefore risk assessing and taking steps to mitigate the risk will be an important part of the work of the Supplier. Lot 1: Revenue Scotland has a requirement to place a contract with an external service provider for the provision of a Health & Safety – Competent Person. The Supplier will provide the following : - act as a ‘Competent Person’ for Revenue Scotland; - review existing health and safety policies ensuring they cover all aspects of our operations, compliant with relevant legislation and guidance; - oversee the health and safety policy and undertake an annual review and update of the policy; - helping us to identify, manage and mitigate health and safety risks; - develop risk assessments and support the implementation of risk mitigations; - establish a robust health and safety improvement and development plan, reviewed and updated regularly throughout the year; - complete an annual health and safety audit which will include reviewing relevant documentation, accidents and incidents and speaking with a selection of employees and board and panel members; - use the audit to drive improvements to health and safety across the organisation, including updating the improvement plan and learning from industry best practice; - provide advice and support to the Chief Executive (as Accountable Officer), Senior Leadership Team, health and safety advisor, health and safety committee and Board members; - provide a named contact or telephone enquiry line for support during business hours; - provide, if requested, training on health and safety for employees and Board members; - present an annual report on health and safety to the Revenue Scotland Board, Staffing and Equalities committee and the Health, Safety and Wellbeing Committee and attendance at other meetings on specific issues if/when required; - respond to any urgent concerns or issues in relation to health and safety; and support Revenue Scotland to develop a robust and positive culture in relation to health and safety. The contract will be for a period of twelve (12) months with the option to extend for an additional twenty four (24) months.
