IKT ORKide - Voluntary ex-ante transparency notice - Intention to continue an operational and framework agreement for computer room operations

IKT Orkide intends to continue the operational and framework agreement for computer room operations (with Atea AS) from 01.10.2023 to 30.09.2025. Lot 1: IKT Orkide is an inter-municipal collaboration for Aure, Averøy, Gjemnes, Kristiansund, Rindal, Smøla, Sunndal, Surnadal and Tingvoll municipalities. The collaboration has a joint computer room. IKT Orkide intends to continue the operational and framework agreement for computer room operations (with Atea AS) from 01.10.2023 to 30.09.2025. The operation and monitoring of the computer room and services have been outsourced to an external partner. In addition, a framework agreement has been signed for equipment, services and licences with the same partner. The current contracts expire in the autumn, on 30.09.2023 (2021 - 2023). IKT Orkide has started on the cloud promise, i.e., moving systems from a separate computer room to the cloud. We choose SaaS systems for new trade applications, and we are moving other systems to MS Azure. This means that our computer room is being run down. According to our plans, we will have moved almost everything by 01.07.25. We had originally planned that this would be done in 2023, but delays within health have meant that must keep the old local systems for longer than planned. Amongst other things, the implementation of Helseplattformen is delayed. We have only had one tenderer in the most recent notices (2011 and 2015) for the operation and framework agreement (Atea AS). We would like to have competition in our procurements. As we only had one tenderer in 2011, dialogue meetings were held with other suppliers for the last notice in 2015. We received feedback that an operational contract that was connected to the equipment that is in our computer room made it difficult for many suppliers to submit a tender. This requires, amongst other things, staff who are located in Kristiansund. We expect even less interest for the operation connected to our computer room now in 2023 (as the computer room is being run down). The equipment is also relatively old, due to the planned closure. The value of the operational contract will be approx. NOK 180.000 a month by 01.10.23. We expect a quick reduction to approx. NOK 60,000 by 01.10.25. A new implementation of the operations contract for our computer room with a time perspective of two years would be costly for both the contracting authority and the supplier. We would like to continue the contract for the services connected to the physical computer room with Atea (01.10.2023 - 30.09.2025).
