Specialist E&F Consultancy Support (Hard & Soft FM)

Description

Development of Hard and Soft FM Scope, Specification, maintenance schedules and contract standards for inclusion into a Service Level Agreement for a new FM Operating Model at Cumberland Infirmary, Carlisle. Delivered via a direct award under the NHS SBS Healthcare Planning, Construction Consultancy and Ancillary Services Framework (SBS10190) - Lot 11 Ancillary services.<br/><br/>The appointed Consultant will deliver the following services:<br/>•Review current FM specifications and service standards.<br/>•Review existing asset registers, PPM schedules and associated data.<br/>•Identify information gaps and asset-related risks.<br/>•Distinguish statutory, mandatory and best-practice maintenance requirements.<br/>•Produce future-state service specifications and contract standards.<br/>•Produce KPI performance mechanism.<br/>•Produce SFG20-aligned maintenance schedules.<br/>•Recommend a compliant and cost-effective maintenance regime.<br/>•Report to and liaise with the Trust appointed Project Director and Technical Advisors. Lot 1: The procurement relates to the appointment of a specialist Estates and Facilities consultancy support to develop the service and compliance specifications underpinning a new FM operating model at Cumberland Infirmary, Carlisle. This requirement arises from the expiry of the existing PFI contract in March 2027.<br/><br/>The scope of services includes :<br/>•Review current FM specifications and service standards.<br/>•Review existing asset registers, PPM schedules and associated data.<br/>•Identify information gaps and asset-related risks.<br/>•Distinguish statutory, mandatory and best-practice maintenance requirements.<br/>•Produce future-state service specifications and contract standards.<br/>•Produce KPI performance mechanism<br/>•Produce SFG20-aligned maintenance schedules.<br/>•Recommend a compliant and cost-effective maintenance regime.<br/>•Report to and liaise with the Trust appointed Project Director and Technical Advisors<br/><br/>The Contracting Authority has awarded the contract by way of a direct award under the NHS SBS Healthcare Planning, Construction Consultancy and Ancillary Services Framework (SBS10190) - Lot 11 Ancillary services.<br/><br/>This procurement approach supports compliance with the Public Contracts Regulations 2015, the terms of the framework agreement, and the Trust’s governance requirements. The direct award route was selected as it represents a compliant approach with the framework terms.
