** In 2021 the Cargo bike pilot project was carried out in collaboration with Beeper and was funded by NTA. During the pilot phase, 22 businesses participated over a span of 16 months, it became evident that this initiative was a resounding success. This low-risk, cost- effective trial period allowed businesses to experience the benefits of a cargo bike without committing to a substantial investment in delivery bicycles. As part of the pilot project, businesses paid €100 rental charge per month, DCC subsidised this rental charge by up to €189 per month ex VAT, non-profit organisations paid no rental charge, while DCC subsidised the full amount of up to €289 rental charge per month ex VAT i.e. non-profit financial model was fully funded by DCC. All participants were allocated a period not exceeding 12 months. Due to the overwhelming success of the project in partnership with Bleeper, Dublin City Council is now considering expanding the initiative by involving multiple project partners and other local authorities across Dublin. Instead of continuing with a single project partner, the Council aims to broaden the scope to include multiple mobility partners. The purpose of market consultation includes, • Identify number of mobility operators in Dublin who supply cargo bikes and are interested in the cargo bike project as a project partner. • Solicit feedback from respondents on required attributes to make the cargo bike project more efficient, sustainable, and economically feasible, as well as methods for compliance, enforcement, and overall management of the project. • Solicit feedback from respondents on what limiting factors should be addressed to successfully implement an enhanced cargo bike project with multiple mobility operators. The limiting factors include but not limited to, cost barriers, supply limitations, city rules and regulations and overall management of the project. • Solicit feedback from respondents on other factors to consider for any future procurement. • Solicit feedback from previous participants (non-profit or SME) on their experience with this project. • Solicit feedback from potential participants (non-profit or SME) on why they may have not participated in the past, their key concerns and how the project could be made more efficient and attractive for future users. • Solicit feedback from mobility operators and potential users for the provision of a cargo bike for communities project.] Please note that this is not a call for competition and no tender documents are available at this stage. Also the process will not be utilised in order to preclude participation in any future competition to be conducted by Dublin City Council. Without prejudice to competition in the market places, the purpose of this Market Consultation will be to examine and consider the various technical and commercial options which might present themselves through a competitive tender process to be advertised in the near future. The Market Consultation may also assist Dublin City Council in the development of the procurement strategy for any subsequent competition.
