The service will be provided by the tenderer offering the final user payment services in its application. Remuneration consists of a mark-up on the Agency of Urban Environment's stipulated parking rates. The tenderer will have the full risk for demand, the contract is therefore announced as a service concession. In order to have good competition, the Agency for Urban Environment intends to enter into a contract for a concession with up to five qualified tenderers for a payment system for parking charges. Lot 1: 146-BYM-2022 procurement of a concession scheme for collecting parking charges The contracting authority would now like to establish a scheme with a concession contract for a payment system for parking charges. Society is increasingly becoming more and more digital, with systems that make every day life easier for final users. This is in accordance with the new municipal plan and general political aims. We would like to use this competition to make inhabitant´s every day lives easier as regards parking. The Agency for Urban Environment would like final users to have more real choices than they currently have for paying municipal parking charges. The intention is to create greater competition amongst the suppliers, which will benefit final users, and develop the market and innovation for payment systems. The Agency for Urban Environment is also concerned that the quality of the applications are good, secure and user friendly. The service will be provided by the tenderer offering the final user payment services in its application. Remuneration consists of a mark-up on the Agency of Urban Environment's stipulated parking rates. The tenderer will have the full risk for demand, the contract is therefore announced as a service concession. In order to have good competition, the Agency for Urban Environment intends to enter into a contract for a concession with up to five qualified suppliers for a payment system for parking charges. The contest will be held in accordance with the Public Procurement Act from 17 June 2016 no. 73 on Public Procurements (PPA) and the regulations on concession contracts dated 12 August 2016 no. 976 (the concession contract regulations), as well as the provisions stated in the tender documentation. The contract will involve a payment system for parking charges via an application/internet system. This means that this is limited to payment via SMS. The contest also includes a part on Interactive Voice Response (IVR) system. Tenderers can choose to compete in one or both contests. The contest will be held as an open tender contest. All interested tenderers can submit a tender in this procedure. Negotiations are not planned, but the contracting authority reserves the right to hold negotations if it is appropriate.
