Description

Protecting Communities II (ProCom II) is a multi year blended ODA/non-ODA programme designed to reduce those shared threats by strengthening Pakistan’s security, justice, and migration management systems. It builds on the previous UK-funded Cooperation on Serious Crime Programme (CSCP), moving to a longer-term platform that enables sustained engagement and deeper reform. ProCom II will take a “whole-of-route” approach. It will be aligned with the UK’s “Disrupt, Deter, Return” strategy: tackling the drivers of irregular migration at source, enhancing law enforcement cooperation to disrupt criminal networks, and facilitating the return of those with no right to remain in the UK. The Programme will adopt a systems-based design rooted in the UK’s CONTEST/SOC “4Ps” framework (Prevent, Pursue, Protect, Prepare) to ensure a comprehensive response. Crucially, it treats migration as a core element of security and justice reform – embedding the UK’s new migration policy thinking into development work. The programme is positioned to reduce threats to the UK by   • Tackling irregular migration and protecting vulnerable populations and, particularly women and children from exploitation and abuse.  • Strengthening bilateral and multilateral collaboration to address transnational threats.  • Supporting institutional reform to improve accountability, access to justice, and rule of law.  ProCom II aims to reduce serious harm to and protect vulnerable communities in Pakistan, while increasing confidence in law enforcement and the criminal justice system, ultimately contributing to creating safer streets in both Pakistan and the UK. In alignment with UK development objectives, the Programme will: • Contribute to efforts to reduce irregular migration including to the UK • Strengthen Pakistan’s responses to serious and organised crime (SOC) and enhance cooperation across its federal law enforcement agencies and institutions working to prevent crime and terrorism; • Improve criminal intelligence and information exchange between the UK and Pakistan; • Strengthen community policing on high-impact criminality including responses to grooming gangs; • Support targeted interventions to address child sexual exploitation and abuse (CSEA); and, With a budget of up to £15 m the timeframe for Implementation is 2027-2030 subject to need and availability of funding.
