Summary of the work: DVLA requires a supplier to provide external Dynamics resources to undertake future key project delivery and support of the existing Dynamics platform with respect to continuous improvement, operational enhancements, maintenance and service changes where internal capacity is constrained by other commitments. Resources will work within blended teams alongside DVLA staff to expand digital delivery capability, capacity and support delivery of the digital and technology agenda. Indicative maximum budget: £14,000,000 (exclusive of VAT). Why the work is being done: DVLA is building new cloud-first services to transform and replace existing on-premises solutions. This includes all of DVLA’s casework solutions. Following successful delivery of initial phase of two Dynamics drivers casework systems. We require a supplier to continue the delivery and legacy migration of DVLAs on premise Casework solution with a view to fully migrate completely off our Legacy Casework system. The work is being undertaken to support DVLA’s transition from legacy on-premises casework systems to modern, cloud-first services aligned to the Agency’s digital and technology strategy. The existing legacy casework platform presents increasing risks in relation to maintainability, scalability and long-term service resilience. The supplier will provide specialist Dynamics 365, Power Platform and integration capability to support, planning, proof of concepts, continued delivery (both project and operational), migration and continuous improvement of casework services. This will enable DVLA to improve operational efficiency, support better user journeys, enhance data and reporting capability, and provide a platform that can adapt to future business and policy requirements. Part of the delivery will include the creation and Implementation of an upskilling programme to support the development of DVLA’s internal capability. This will be delivered through structured knowledge transfer and upskilling, ensuring that internal teams are better placed to maintain and enhance the services in future. Problem to be solved: DVLA requires a supplier to provide a flexible delivery of highly skilled software development resources to continue the design, development, and support of new caseworks solutions, integrated with our development teams and able to solve complex problems, via a call off agreement to: Advise on best practice implementation Configure and implement Dynamics 365 Customer Service and Power Platform in line with the minimum organisational requirements for our remaining Casework services Advise on Continuous improvement and support enhancements to our current implementation Build integration APIs and new customer facing UIs on the DVLAs cloud platform using the DVLAs approved technology stacks Integrate with existing legacy systems Support DVLA’s digital strategy of creating online services to improve overall customer service. As an indicative guide, DVLA expects delivery activity may typically require around 20 - 30 supplier resources at any one time, with the ability to scale up or down depending on demand, delivery phase and the number of active Statements of Work. This is not a guaranteed level of demand and any resources required will be confirmed through individual Statements of Work. Capability provided under Statement of Works (SOWs) will need to work closely with and take direction from DVLA product teams. Who the users are and what they need to do: The users are all internal to DVLA, and are a mixture of internally and externally facing personnel: Internal – e.g., transactional processing, data sharing, reporting and MI. External – e.g., public-facing applications and enquiries, communications with third parties (such as medical professionals), ministerial queries. Many areas of DVLA business operations require casework capability; our Drivers and Complaints sections are currently working on Microsoft Dynamics. Our Vehicle casework is still on our legacy platform. Each area has their own casework requirements. Some of the areas as mentioned have been transformed but will require continuous improvement activities including business transformation, and some require new casework functionality. Preliminary market engagement: There has been no preliminary market engagement. Work done so far: The current supplier in conjunction with DVLA developers has built both a Drivers Medical and Drivers casework system that is currently being used in Production. The drivers services are currently in a state of support / Continuous Improvement. The Customer Complaints system was built in house by DVLA developers using Microsoft Dynamics. Existing team: Using Agile methodology, existing blended Product teams in DVLA includes Technical Product Managers, Agile Delivery Managers, Delivery Managers, Business Analysts, Software Engineers, Infrastructure Engineers and Testers, Cloud Engineers, Platform Engineers, and Solution Architects. Product teams are blended squads who work closely with business Service Designers, Subject Matter Experts and UX/UI. Typical DVLA squad consists of Software Engineers, Architect, an Agile Delivery Manager, Product Owner, SDET, Test Engineers and Technical Product Manager. Suppliers shall provide transparency to the Buyer on the rates paid to resources & any third parties in the supply-chain on request. There are considerations that where there is clear outcome-based work under a SoW, then a fixed price will be considered to ensure value for money. Where applicable, expenses shall be submitted in line with the Buyers Standard T&S policy and agreed in advance. Statements of Work will be issued to define the deliverables. The supplier’s team will need to work effectively with existing and future teams (both civil servants & other suppliers). Delivery is expected to require on-site attendance for up to three (3) days per week per resource, subject to service needs, delivery phase and operational requirements. Where on-site attendance is required, this will be at DVLA’s Swansea offices. The primary delivery location is: Driver and Vehicle Licensing Agency, Longview Road, Morriston, Swansea, SA6 7JL. Attendance at any other DVLA location will be agreed in advance and only where required to support delivery. Security clearance: Baseline Personnel Security Standard (BPSS) Security clearance: Security Check (SC) Additional information on security clearance: BPSS / SC. All must have BPSS as a minimum. Any team members accessing live data/production environments and Lead Engineers will need to hold SC clearance. Preference for contractors to already hold SC clearance, however we would be willing to sponsor the SC clearance process. Evidence of clearance must exist before access to accounts/systems can be provided. Special terms and conditions: The Supplier must comply with all applicable DVLA, DfT and Government security, information assurance, data protection and acceptable use policies notified during the contract term. All Supplier personnel must complete required onboarding, confidentiality, data handling and security processes before accessing DVLA systems, environments or data. Access will only be granted where required checks, clearances and approvals are in place. The Supplier must ensure personnel comply with BPSS and, where applicable, SC clearance requirements. Personnel must protect official information and must not access, copy, store or transfer DVLA data except where authorised. The Supplier must not replace key personnel without DVLA approval, and any replacement must have equivalent skills, experience and clearance status. The Supplier must maintain continuity of delivery and knowledge across all Statements of Work. The Supplier must support structured knowledge transfer, handover and upskilling of DVLA staff throughout delivery. Any subcontractors must comply with the same security, confidentiality, data protection and delivery obligations as the Supplier. The Supplier remains responsible for all subcontractor acts and omissions. All DVLA-specific deliverables, including code, configuration, documentation, designs, test assets and build artefacts, must be made available to DVLA and stored in DVLA-approved repositories or environments.
