Description

A call for tenders for a parallel framework agreement for institution and sheltered accommodation places for users of health and care services with special needs, e.g. reinforced shielded units, in accordance with the Health and Care Service Act §§ 3-2 and 3-2 a. Group The framework agreement is split into 2 groups: Group 1 institution places A: Health and care service per day (HOL chapter 3) per user B: Health and care service per day (HOL chapter 3) per user, reinforced, protected unit Group 2 home care services A: Health and care service per day (HOL chapter 3) per user Tenderers can choose to submit a tender for one or both of the groups. Sub-tenders or alternative tenders are not permitted within each group. Individuals with special needs will in this context include people in need of comprehensive and tailored services. This can be persons with intellectual disabilities, dementia or combined diagnoses, often in combination with challenging behaviour. The scope of the contract is difficult to estimate as Holmestrand municipality wants to use this scheme as a security valve in circumstances where the municipality does not establish a satisfactory offer in regard to the level of care and time. The municipality's requirement will thus vary, without representing any obligations in regard to volume. The service need of each person is individual and must be considered when this contract is entered into and when ordering of services is implemented. Each assignment must be tailored in relation to the individual's need and the municipality's decisions about services. The procurement does not apply to user controlled personal assistants (BPA Services) procured through a separate process. The estimated contract value for the entire contract period is above the EEA threshold value. The value is an estimate and must therefore be considered non binding. The contracting authority shall enter into a contract with more than 1 - one - provider if an adequate number of qualified tenderers is available. See part 2, requirement specifications, for further information. The competition will be held in accordance with the Public Procurements Act from 17.6.2016 no. 73 (LOA), with the associated Public Procurement Regulations of 12.8.2016 no. 974 (FOA), as well as the provisions stated in the tender documentation. The competition will be held as an open tender contest in accordance with Part IV of the regulations.
