Description
East Dunbartonshire Council wishes to establish a public contract (within the meaning of the Procurement Regulations) for the provision of Road Drainage and Water Infrastructure – CCTV, Vactor and Rehabilitation Works throughout the local government area of East Dunbartonshire, under an overarching ranked framework arrangement with a minimum of one (1) and maximum of three (3) Suppliers. The framework scope encompasses a range of works relating to maintaining, unblocking, renewing/rehabilitating, commissioning and camera investigating road drainage assets and water infrastructure including the production of associated survey documentation and, where applicable and without limitation, the provision of People, Plant, Equipment and Materials to carry out Work Orders, if and when required by the Client. Lot 1: The proposed conditions of contract are the clauses of the NEC4 Framework Contract June 2017 (with amendments January 2023). Each Work Order issued by the Client will be 'called-off' under the NEC4 Engineering & Construction Short Contract June 2017 (with amendments January 2023). The work within the framework scope is as detailed in the procurement documents and may include, without limitation: - Closed Circuit Television (CCTV) survey and investigation of existing road drainage and water infrastructure (foul & surface water drainage, gulleys, manholes, septic tanks, etc). - Vactor/cleaning of existing road drainage and water infrastructure (foul & surface water drainage, gulleys, manholes, septic tanks, etc) and disposal of silt. - On board root cutting jets to be carried to remove roots up to 300mm pipe. Additional directional cutting equipment and larger root cutting assets bigger than 300mm shall be instructed when needed. - Localised repairs (up to 1.0m in length) to defective service pipe using soft inversion Patch Lining Services for pipes up to 600mm diameter and surveying the works on completion and evidencing through CCTV survey. - Rehabilitation of existing defective service pipe runs using Cured in Place Pipe (CIPP) process (e.g. ultraviolet pipe lining, resin cured drag-in pipe lining) for pipes up to 600mm diameter and surveying the works on completion and evidencing through CCTV survey. - Submission of survey drawings and manhole cards (in Adobe PDF format) and provision of electronic footage of CCTV surveys via USB or DVD to the Client. - Provision of a two man traffic control team and organisation and provision of appropriate additional temporary traffic management (when required).. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.
