Portsmouth City Council (the 'Authority') were successful in securing Wave 2 funding as part of the full fibre network programme (LFFN) operated by the Broadband Development UK (BDUK) programme within the department for digital, media, culture and sport (DCMS) to implement a gigabit capable full fibre network. The authority has awarded contracts to suitably experienced suppliers to provide a solution to future proof its network connectivity requirements for the next 20 years through the installation of gigabit capable network services. Portsmouth City Council currently operates 4 different networks: Corporate Wide Area Network — providing remote access to a centralised Data Centre. Super connected cities (Public WiFi) — providing filtered Internet access through wireless access points devices to 80 locations across the city Schools Wide Area Network — sites proving a filtered Internet through a managed service. The Peoples Network (TPN) — providing connectivity to libraries, museums and other public access buildings within Portsmouth All the above networks are operated out of the Portsmouth City Council Data Centre located in the Civic Offices, Guildhall Square, Portsmouth. The intention is to remove the dependency on the authority's datacentre as a single point of failure, allowing the authority to resolve a long standing disaster recovery issue. A key element of the strategic plan to improve both the value and flexibility of Portsmouth City Council is to both consolidate the current network technologies into a single solution as well as removing any single points of failure by the procurement of infrastructure. This infrastructure will consist of ducting and gigabit capable fibre optic cables connecting key Authority owned locations across the area that can then be made available to Portsmouth City Council via an Indefeasible right of use agreement. The authority has set up a framework to deliver its requirement to Portsmouth Authority owned sites, with provision for Gosport Borough Council to deliver to their owned sites and access to any public sector bodies subsequently making use of this framework to deliver to their owned sites. Portsmouth City Council has awarded a contract to a delivery partner to provide a network service across the fibre infrastructure, when and where required. This delivery partner will be required to install and operate the following networking components: Core WAN Infrastructure Routing/L3Switching Customer Premises Equipment (CPE) provide initial connectivity at 1Gbps to each site L2 LAN Switching/Wireless Internet Connectivity Expressroute access to Azure Health and social care network The authority has set up a framework to deliver its requirement to Portsmouth Authority owned sites, with provision for Gosport Borough Council to deliver to their owned sites and access to any Public Sector Bodies subsequently making use of this framework to deliver to their owned sites. Portsmouth City Council has awarded a framework contract to a delivery partner to provide virtual dark fibre connectivity through the provision of one wavelength or several wavelengths to connect public buildings. The authority has set up a framework to deliver its requirement to Portsmouth Authority owned sites, with provision for Gosport Borough Council to deliver to their owned sites and access to any Public Sector Bodies subsequently making use of this frameworks to deliver to their owned sites.
